Cadwallader said there would be 80 ft. between Gustafson's <br />property and the units, and the engineering study requires catch basins to correct past <br />drainage and future runoff. <br /> <br />Samuelson asked if a 3rd St. traffic study could be performed. Cadwallader said the <br />townhome exit could be reconfigured to access Hwy 8, but the County needs to make <br />that decision. Williams feels traffic stacking may occur near garages closest to the exit. <br /> <br />Michael Gustafson, 960 - 3rd St., stated that a stop light is needed at 3rd Terr. and Hwy <br />8, and noted concern of runoff in his backyard. <br /> <br />V ogl requested fencing along the west portion of her property to deter children living at <br />the townhomes from cutting through her yard to access Hansen Park. Cadwallader does <br />not feel many children will live at the townhomes because interest has been from retired <br />persons or empty nesters, and there are no plans for fencing on the west portion. <br /> <br />Carol Steinbeck does not like to see the natural landscape disappear. <br /> <br />Eugene Conley, 241 - 9th Ave., noted poor visibility at 2nd St. and Hwy 8, and feels a <br />stop sign is needed. Benke believes traffic concerns along Hwy 8 are valid, and the <br />corridor study will review these concerns. Larson asked if drainage ditching could be <br />installed along the south and west boundaries. <br /> <br />Paul Vik, 980 - 3rd St., believes runoff problems will occur in his backyard due to the <br />project, and he did not receive notice of the rezoning request. Mattila said he went <br />above and beyond notification requirements. Mattila suggested that the grading plan <br />include elevations from adjacent properties for City Engineer review. <br /> <br />Motion by Williams, seconded by Benke, to APPROVE REZONING R-141; WAIVE <br />THE READING AND HOLD FIRST AND SECOND READING; AND ORDER <br />PUBLICATION OF AN ORDINANCE AMENDING NEW BRIGHTON ZONING <br />ORDINANCE TO REZONE CERTAIN PROPERTY IN NEW BRIGHTON FROM <br />R-l, SINGLE FAMILY RESIDENTIAL TO R-2, TWO FAMILY RESIDENTIAL. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Motion by Williams, seconded by Gunderman, to APPROVE THE SITE PLAN <br />APPLICATION LP-315 WITH CONDITIONS, THOSE BEING: <br />1. APPROVAL OF GRADING AND DRAINAGE PLAN BY THE CITY <br />ENGINEER AND PERMIT ISSUED BY THE RCWD; AND <br />2. PROVISION OF A LETTER OF CREDIT IN AMOUNT EQUAL TO 100% <br />OF COST TO INSTALL CURBING, PAVING, AND LANDSCAPING; <br />3.
