Upon receiving notice of an incident, a <br />HRS representative will contact the victim and arrange an interview. There will be a <br />determination if the incident requires utilization of additional community resources. <br /> <br />Samuelson, PSC Council Liaison, complimented the PSC on their efforts. <br /> <br />Williams asked if the HRS will be given special training to assist the victim, and would <br />contact be in person versus phone interview. Jacobson said a face to face interview is <br />preferred. If the incident is a criminal offense, then a police investigation is conducted <br />and professionals will counsel the victim. <br /> <br />Benke feels the plan will augment police efforts and provide support to the victim. He <br />has concerns regarding reference in the plan relating to media attention. He feels this <br />section should be restructured. <br /> <br />Motion by Gunderman, seconded by Williams, to CONTINUE CONSIDERATION OF <br />THE BIAS/HATE INCIDENT RESPONSE PLAN TO ALLOW FOR FURTHER <br />PUBLIC SAFETY COMMISSION REVIEW. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Jacobson confirmed that the Irondale students did out play the New Brighton Police <br />Department in a recent basketball benefit game. <br /> <br />City Manager Matthew Fulton presented the use of eminent domain for acquisition of <br />440 5th Ave. NW, MacGillis and Gibbs. He explained the parcel's history from the <br />1920's with the wood treatment operation through the 1970's and 1980's when <br />contamination became apparent. In 1984, the parcel was declared a Superfund site; and <br />Council added the site to the Hwy 8 Corridor Redevelopment Plan. The City, <br />Minnesota Pollution Control Agency, and Environmental Protection Agency have <br />worked to address environmental and redevelopment issues. Most recently, interest was <br />expressed by Donatelle Plastics to utilize the site. Eminent domain is being sought to <br />ensure that the City can deliver developable sites as early as September 1997. <br /> <br />Community Development Director Kevin Locke said the next step involves a series of <br />legal documents, one of which is the purchase agreement. <br /> <br />Sue Steinwall, Fredrickson and Byron, said when the City redevelops the site for resale; <br />it is important that protection is summarized in documents to avoid lawsuits for cleanup <br />costs.
