I

I

I

Council Meeting Minutes
March 11, 1997

Page 4

Council Business. continued

Motion by Gunderman, seconded by Larson, to DIRECT STAFF TO HOLD A
NEIGHBORHOOD MEETING ON THE REQUESTED PATHWAY WITH ALL
AFFECTED RESIDENTS.

4 Ayes - 0 Nayes, Motion Carried.

Williams said the staff report for maintenance and repair of Wells 5 and 8 stated the
quotes were based on estimated work and parts; and actual costs could run upwards of
$25,000 if major parts are needed. He questioned if the bidders were aware of this cost
deviation. Samuelson questioned why the bids are lower than the allocated amount.

Proper explained that the pumps hang down inside the well hundreds of feet, and staff
has no idea of their condition until they are pulled out. The pumps are inspected to
determine what new materials are needed, and $25,000 is an atypical amount. If severe
problems are detected that figure could rise. The Well 5 pump is less than five years
old, and is one of the main pumpers in the City. Pump age wears down metal, bushings,
bearings, etc., and repairs are detected when the pump is removed. Rather than coming
back to Council for additional repairs, Proper authorized the $25,000 amount. He
believes that any amount above $25,000 would be an extreme circumstance.

Williams asked how unexpected repair costs will be negotiated. Proper verified that
each part having the potential for being replaced or refurnished was listed on the bid
sheet. Proper said the deviations in bids relate to a contractor's schedule or replacement
part prices. Proper is confident with the low bidder's creditability and performance.

Motion by Gunderman, seconded by Samuelson, to CONSIDERATION OF
APPROVAL OF THE QUOTATIONS FROM ALBERG WATER SERVICES FOR
THE MAINTENANCE WORK ON WELL PUMPS 5 AND 8 AND AUTHORIZE
EXPENDITURE OF UP TO $25,000 PER WELL FOR MAINTENANCE WORK.

4 Ayes - 0 Nayes, Motion Carried.

Announcements and Updates

Fulton, Gunderman, and Benke attended the National League of Cities Conference.
Programs addressed the Superfund, brown fields, telecommunications, and mandates.

The annual Town Hall meeting will be held Saturday, March 22, 8:30 a.m. -Noon.

Adjournment

Motion by Larson, seconded by Samuelson, to ADJOURN THE MEETING.

4 Ayes - 0 Nayes, Motion Carried.

Meeting was adjourned at 8:09 p.m.

ATTEST:

Council Business

Pathway between
Rosewood Ct. and
14th Ave.
Report 97-062

Repairs of Wells 5 and
8 Pumps
Report 97-053

Announcements and
Updates

NLC Conference

Town Hall Meeting

Adjournment
