Offices <br />are staffed by a single investment representative who lives and works in the community. <br />There is about a 75 % success rate for new representatives and the company is very <br />selective. Johnston believes that Jacobson's success rate will be close to 95 %. Jacobson <br />has signed a five-year lease, and the company will invest $6,000 in office furnishings <br />and $50,000 in Jacobson's first year training. This is a big investment and is taken very <br />seriously. The company is geared toward conservative investors and handles municipal <br />bonds, general obligation bonds, and quality stocks for long term investing. <br /> <br />Jacobson appreciates Council's concerns relating to door-to-door sales, and feels the <br />opportunity to do business in New Brighton will be rewarding. He is a very ethical <br />individual and intents to stay in New Brighton. <br /> <br />Gunderman asked why the request is now a handbill license versus a peddler license. <br />Kelley said after reviewing the application, he determined a handbill application is more <br />appropriate being that no sales or orders are made at residences. <br /> <br />Williams suggested Jacobson look into joining New Brighton service organizations such <br />as the Chamber, Rotary, and Jaycees. <br /> <br />Samuelson knows of two Edward Jones representatives and finds them to be reputable <br />individuals with solid businesses. <br /> <br />Motion by Samuelson, seconded by Gunderman, to GRANT A HANDBILL LICENSE <br />TO TODD JACOBSON, DOING BUSINESS FOR EDWARD JONES, INC., TO <br />INTRODUCE HIMSELF AND HIS BUSINESS IN NEW BRIGHTON, BUT NOT <br />MAKE ANY SALES WHILE HANDBILLING. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />City Engineer Les Proper explained that on February 25, Council received a petition <br />requesting installation of a bituminous path across a private property between Rosewood <br />Ct. and 14th Ave. NW. City Manager Matt Fulton and Proper met with property <br />owners, Mike and Linda Mezzenga. The Mezzengas felt the path would affect their <br />privacy, value, and salability of their property because the path would be located on or <br />in view of their front yard. The Mezzenga property and the vacant lot on the west is <br />where people now cut through to access Long Lk. Pk. and nearby residences. The <br />Mezzengas feel people should use the existing Long Lk. Rd. sidewalk, and not cross the <br />busy Long Lk Rd. <br /> <br />Proper said the proposed path does not fit into the objectives of the skeletal sidewalk <br />system defined in the City Code which connects major traffic generating areas. The <br />Mezzengas noted concern that the petition implies there was a walking path in the <br />original plat. The original plan showed Rosewood connecting to 14th Ave., but was <br />later turned and connected to Long Lk. Rd. because of resident concerns of increased <br />traffic. Staff understands safety concerns relating to children crossing Long Lk. Rd., <br />and suggested a neighborhood meeting be held to discuss this pathway. <br /> <br />Fulton said it is staff's intent to schedule a public meeting within the next two weeks, <br />then bring this item back for Council consideration. <br /> <br />Council Business <br /> <br />Handbill License for <br />Edward Jones <br />Report 96-061 <br /> <br />Pathway between <br />Rosewood Ct. and <br />14th Ave. <br />Report 97-062 <br />
