, February 10, 1997

I

""-

I

New Brighton City Hall
Attn: Les Proper, City Engineer
8035thAveN.W.
New Brighton, Mn 55112

Dear Mr Proper,

Last November I talked to Steven Larson a City Counsel Member. He suggested I write to you
regarding a request for a walkway to connect Rosewood Court and 14th St.(See attached map).

This is a concern of many residents in our neighborhood. We have children who have friends in
the 14th street area. A walkway would not only benefit our children but other residents walkers,
joggers, bike riders and etc.

Mrs. Mezzenga, who has a home a lot #9, has made it very clear that she will not allow anyone
to cross the #8 vacant lot to 14th St. or from 14th 81. to Rosewood Court.

Last August one of my neighbors 8 or 9 year old child was on Long Lake Rd. within the white
lineand was struck by a car. Thankfully he wasn't hurt other than bruises, cuts and badly
shaken. With all the traffic on Long Lake Rd. Some of the cars that come aroWld the curve are
traveling quite fast and cross over the white lin frequently. Luckily this car wasn't moving fast
because she was looking at the garage sale on the corner of Rosewood Court and Long Lake Rd.

The boys brother told Mrs. Mezzenga what had happened to Neil. She said she was very sorry
the child was struck but it wasn't her responsibility and still would not allow children to cross
back and forth to 14th 81. on the vacant lot. I can see when a house is built on lot #8 this would
become a problem for both residents.

When I spoke to Mr Larson he suggested a request to condemn an assessment, especially before
construction would start.

We have several children to consider. The City of New Brighton should be responsible for
creating a safe walkway between the two neighborhoods and not expect children to walk or ride
down Long Lake Rd. to the I st available street to turn in. What ever the cost and maintence of a
walkway does not compare with a child's safety. The Mezzengas don't want a walkway but J
can't see what else would be an acceptable solution. I am not willing to allow my child to take
this dangerous route to his friends.
