Appointment to the CSC does necessitate background <br />skills in human resources. To provide flexibility in making Statutory appointments to <br />the CSC, amendments to the municipal code are recommended. The amendments would <br />allow Council to select CSC members from interested and qualified individuals beyond <br />the PSC membership. At least one member of the CSC shall continue to corne from the <br />PSC to ensure communication between the two bodies. <br /> <br />Motion by Gunderman, seconded by Samuelson, to WAIVE THE READING, GIVE A <br />FIRST AND SECOND READING, ADOPT, AND ORDER PUBLICATION OF AN <br />ORDINANCE AMENDING THE NEW BRIGHTON CITY CODE, ORDINANCE <br />610, SECTION 2.130, MUNICIPAL BOARDS AND COMMISSIONS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Police Chief Kelley presented revisions to the Animal Control Ordinance. <br /> <br />In response to a citizen complaint about particular dog related issues, Council directed <br />the PSC to review the incident and make recommendations for any changes to the <br />ordinance. A definition of "restrained" was developed to clarify what control a dog/cat <br />owner must have over their pets on their unfenced property, Section 6.1. The eight-foot <br />leash restriction for dogs/cats in public places was deleted. Animals must be effectively <br />chained or leashed, Section 6-16A and 6-45A. The enforcement process for dogs/cats <br />at large was modified to require citizens to notify animal owners that their dog/cat has <br />been running at large before the City will issue a citation, unless the enforcement officer <br />observes the animal at large, Section 6-16B and 6-45B. PSC recommends the changes. <br /> <br />Benke verified that the ordinance will apply to both dogs and cats. <br /> <br />Williams noted concern of the requirement that citizens notify the animal owner before a <br />citation is issued. He feels that the elderly, at-risk individuals, or other persons may be <br />reluctant to confront the animal owner with this problem. He suggested the following <br />modifications to Section 6-16B and 6-45B: "or, show a cause to the City why such a <br />notification was not prudent in their mind." Samuelson supports Williams' comments. <br />Kelley stated that language modifications can be made to reflect those concerns. <br /> <br />Benke agrees there should be avenues for individuals who do not wish to confront their <br />neighbors.
