<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />February 11, 1997 <br /> <br />Page 9 <br /> <br />Council Business. continued <br /> <br />The agreement provisions are as follows: contract covers January 1, 1997- December <br />31, 1998; 3% wage increases effective January 1, 1997 and January I, 1998; $25 <br />increase in monthly employer contribution of family health insurance coverage; contract <br />can be reopened if insurance premiums increase by 15% or more; 60% employer <br />contribution for long term disability premium; seniority changes for layoff purposes and <br />use of time in department rather than time as sergeant; shift rotation not required; <br />sergeants considered salaried employees; reconciliation of work schedules and hours to <br />payroll years; employees with single health coverage can use up to $25 of employer <br />contribution for dental insurance; annual $525 uniform allowance; and employees who <br />work on specified holidays receive additional hour of vacation leave for every hour <br />worked. The wage and insurance increases are on par with settlements in other cities. <br /> <br />Motion by Williams, seconded by Larson, to WAIVE THE READING AND ADOPT <br />THE RESOLUTION APPROVING THE LABOR AGREEMENT BETWEEN THE <br />CITY OF NEW BRIGHTON AND MN TEAMSTERS AND LAW <br />ENFORCEMENT EMPLOYEES UNION LOCAL NO. 320 (SERGEANTS). <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Fulton presented the 1997/98 Labor Agreement with MN Teamsters, Local No. 320, <br />Public Works and Parks Department Maintenance Workers. The provisions of the <br />agreement are as follows: contract covers January 1, 1997-December 31, 1998; 3% <br />wage increases effective January 1, 1997 and January 1, 1998; $25 increase in monthly <br />employer contribution of family health insurance coverage; add sick leave language <br />noting that sick leave notice provided prior to start of shift; add one week of vacation <br />after 25 years of service (from 4 weeks at 15 years to 5 weeks at 25 years); maximum <br />payout at retirement capped at 4 weeks; and annual adjustment so that total accrued <br />vacation is no more than 110 % of annual eligible vacation accrual amount. <br /> <br />The total cost of this two-year package is $53,293, or a 7.39% increase. The wage and <br />insurance increases are on par with settlements in other cities, and is similar to <br />agreements with the Police Officers' union and non-union employees. <br /> <br />Motion by Gunderman, seconded by Benke, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION APPROVING THE LABOR AGREEMENT <br />BETWEEN THE CITY OF NEW BRIGHTON AND MN TEAMSTERS PUBLIC <br />AND LAW ENFORCEMENT EMPLOYEES UNION NO. 320 (pUBLIC WORKS <br />AND PARK DEPARTMENTS MAINTENANCE WORKERS). <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Fulton presented the Suburban Rate Authority (SRA) joint and cooperative agreement. <br />New Brighton belongs to a coalition of 33 metro area cities called the SRA. The SRA <br />ensures equitable and reasonable public utility rates and service levels, and intervenes in <br />utility rate cases particularly telephone, gas, and electric utilities.
