<br />1 <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />December 11, 1996 <br /> <br />Page 4 <br /> <br />Council Business. continued <br /> <br />Gregori agreed that $500,000 does not go very far in terms of contamination cleanup. <br />He confirmed that the northwest Quadrant would qualify for this program. <br /> <br />Benke believes this program needs additional research, and does not feel comfortable <br />supporting this proposal at this time. <br /> <br />Williams agrees the program's criteria needs to be tightened, and would not endorse an <br />increase in the levy. <br /> <br />Samuelson asked why St. Paul has declined to participate. Hanson has not heard <br />specifics, however, St. Paul does have its own HRA department. Fulton senses that not <br />all communities have embraced the program. Samuelson would like more information <br />before she endorses the program. <br /> <br />Williams directed staff to provide further clarification. Fulton did invite a County <br />representative, however, they were unable to attend the meeting tonight. <br /> <br />Benke requested staff share the Council's concerns with the County. <br /> <br />In regards to the bids for the truck mounted air conveyance unit, City Engineer Les <br />Proper requested all bids be rejected and readvertised at a later date. Two bids were <br />received from Flexible Tool and ADM Equipment. Upon staff review it was found <br />there was some miscommunication of the transmission specifications. The City Attorney <br />advised staff to readvertised the bids to include any modifications. <br /> <br />Motion by Williams, seconded by Samuelson, to REJECT ALL BIDS FOR THE <br />TRUCK MOUNTED AIR CONVEYANCE UNIT. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Benke asked if the specifications involve a design which would may cost more than a <br />standard package. Proper said the design is not the issue, but the problem arose when a <br />Ford dealer misinterpreted the design and communicated that to Flexible Tool. <br /> <br />Fulton noted that the December 18 Council meeting will include the issuance of <br />commercial development revenue bonds for the New Brighton Business Center. <br /> <br />Announcements and Updates <br /> <br />Fulton commended the Family Service Center staff for their work in providing for the <br />displaced Pike Lake School students and staff. <br /> <br />Williams requested that Fulton provide Council with a weekly report of complaints and <br />issues requested by residents. He asked if a collaborative effort could be initiated in <br />regards to the snowplowing of County roads in New Brighton.
