<br />!I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />November 26, 1996 <br /> <br />Page 8 <br /> <br />Council Business. continued <br /> <br />Arden Hills, Blaine, Mounds View, New Brighton, Roseville, Circle Pines, <br />Minneapolis, and Shoreview have discussed establishment of a collaborative effort <br />relating to issues of common concern. The primary focus addresses macro economic <br />development, housing, transportation, contaminated land, employee training, physical <br />land use, and community development issues. The agreement sets forth the vision, <br />goals, and framework which is necessary to solicit grant funds in order to support the <br />activities to be accomplished. The proposed 1997 budget for anticipated activities would <br />be $80,340, and is allocated to member cities on a formula based on 50% population and <br />50% net tax capacity. New Brighton's proportionate share would be $7,921. <br /> <br />Benke noted that this coalition would work in a parallel effort with the Highway 8 <br />Corridor redevelopment efforts. <br /> <br />Motion by Williams, seconded by Gunderman, to APPROVE THE CITY OF NEW <br />BRIGHTON'S PARTICIPATION IN THE JOINT POWERS AGREEMENT WITH <br />THE I-35W CORRIDOR COALITION. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Announcements and Updates <br /> <br />Gregori said the Highway 8 Corridor Revitalization discussions are underway. He also <br />sits on the RAB Committee which oversees cleanup activities at the Twin Cities Army <br />Arsenal Plant, and a meeting will be held December 2 to discuss the process. He <br />appreciates the opportunity to serve as Councilmember of the Month. <br /> <br />Council Business <br /> <br />1-35 Coalition Joint <br />Powers Agreement <br />Report 96-257 <br /> <br />Announcements and <br />Updates <br /> <br />TCAAP Cleanup <br /> <br />Fulton announced that Pike Lake School is currently dealing with air quality issues and Pike Lake School <br />the school district has initiated environmental testing. The main concern is related to the <br />recent installation of carpet and the glue used in that process. The School Board decided <br />to temporarily close the school until the issue is resolved. The Family Service Center <br />will support the school district in any needs for space or activities. Fulton is a Pike <br />Lake parent and will be actively involved in this issue. Benke said the City is very <br />willing to assist the school district in any way during this crisis. <br /> <br />Ramsey County has scheduled a meeting to discuss brownfield clean-up on December 4. Brown Field Cleanup <br /> <br />The Ramsey County League of Local Governments will meet on December 19.
