The SBA
representative said wireless systems are currently unavailable for home use, but it is
anticipated to be an emerging technology.

Proper presented establishment of two no parking zones. The proposed zones are
located at the south side of 1st St. SW across from Wolkerstorfer Company; and on both
sides of that portion of 10th St. NW from Silver Lk. Rd. to 500 ft. west of 23rd Ave.

The purpose of the no parking zone on 1st St. is to facilitate semi-truck deliveries to
Wolkerstorfer located at 348 - 1st St. The adjacent property is owned by New Brighton
Lumber and its owner has no objections to the no parking zone.

The no parking zone on 10th St. is being recommended for safety reasons. Residents
have noted that users of the Highview athletic fields often park along both sides of 10th
St. near Silver Lk. Rd. Due to the sharp curves and narrow width of this section, staff
recommends the no parking zone on both sides.

Motion by Williams, seconded by Larson, to WAIVE THE READING AND ADOPT
THE RESOLUTION ORDERING INSTALLATION OF NO PARKING SIGNS ON
THE SOUTH SIDE OF 1ST STREET SW FROM THE PROJECTED WEST
PROPERTY LINE OF THE WOLKERSTORFER COMPANY PROPERTY TO A
POINT 200 FEET TO THE EAST; AND WAIVE THE READING AND ADOPT
THE RESOLUTION ORDERING INSTALLATION OF NO PARKING SIGNS ON
BOTH SIDES OF 10TH STREET NW FROM SILVER LAKE ROAD TO A
POINT SOO FEET WEST OF 23RD A VENUE NW.

5 Ayes - 0 Nayes, Motion Carried.

Fulton presented the 1997 pay plan adjustment for non-union personnel. It is based on a
3 % cost of living increase in wages, and provides consistency within the Stanton Survey.
The maximum health insurance contribution for family coverage will increase $25/month
to $375/month. This is 2/3 of a 8.3 % increase in premium rates. This plan is similar to
adjustments reflected in the Law Enforcement and Labor Services Union contract. All
part-time and seasonal titles have been added to the pay plan and wages have been
standardized. Work is underway to further consolidate and simplify the pay plan for the
Parks Department's seasonal and part-time positions.

Williams feels this is an excellent and fair wage plan.

Motion by Williams, seconded by Samuelson, to WAIVE THE READING AND
ADOPT THE RESOLUTION ADJUSTING COMPENSA TION RATES FOR NON-
UNION PERSONNEL.

5 Ayes - 0 Nayes, Motion Carried.

Fulton presented establishment of a joint powers agreement for the North Metro 1- 35W
Corridor Coalition.

Council Business

SBA Cellular Antenna
Site Plan
Report 96-254

No Parking Zones
Report 96-255
Resolution 96-097
Resolution 96-098

1997 Pay Plan
Report 96-256
Resolution 96-099

1-35 Coalition Joint
Powers Agreement
Report 96-257
