Rd. water tower, and asked why SBA did not utilize this site. Nielsen said antenna <br />sites in dense populated areas along major interstates need to be in close proximity. <br /> <br />Benke agrees the City should develop a master plan to address this issue, but does not <br />see reason for permit denial. <br /> <br />Fulton said New Brighton is in compliance relative to antenna placement, and the <br />ordinance provides a guide to appropriate tower placement. One issue is whether <br />municipal land should be designated for tower placement. Currently, the only municipal <br />property available for tower placement is the driving range which is considered prime <br />redevelopment land. <br /> <br />Williams is not adverse to delaying approval to allow for study. Fulton said state law <br />requires a response within 60 days. Mattila said a response is required in January. New <br />Brighton's ordinance is more restrictive as it relates to towers, however, this.is not to <br />say the ordinance cannot be further amended. Williams has more interest in developing <br />a plan versus amending the ordinance. A SBA representative noted there are outside <br />consultants to assist municipalities in determining appropriate locations for towers. <br /> <br />Samuelson asked the number of lease spaces available at this site. The SBA <br />representative said it depends on the type of service, but there is could be up to five <br />antennas. Samuelson added that lease space would eliminate the need for additional <br />towers. Samuelson feels that being the application is processed, it should be approved. <br />However, the City needs to stop and review the issue of additional towers. <br /> <br />Proper asked if SBA is leasing space at the Forestdale water tower, and if not, did they <br />overlook that location. The SBA representative said the interstate requires broader <br />transmission coverage. SBA is trying to acquire all the sites needed for when the system <br />is running at full capacity so that they would not need to come back and ask for <br />additional sites. Benke verified that SBA needs both geographic and volume capacity to <br />handle the number of projected calls. <br /> <br />Gunderman asked the location of the lease space. The SBA representative said two <br />carriers can be placed next to one other with a 4 ft. separation. Gunderman is not <br />opposed to SBA, but feels there is need to determine appropriate locations. <br /> <br />Motion by Larson, seconded by Samuelson, to APPROVE LP-321, SUBJECT TO <br />THE FOLLOWING CONDITIONS: <br />1. ISSUANCE OF A BUILDING PERMIT. <br />2. A LANDSCAPE SCREEN CONSISTING OF NINE UPRIGHT TECHNY <br />ARBORVITAE BE PLANTED AROUND THREE SIDES OF THE <br />PROPOSED SECURITY FENCE (NOT NEXT TO THE RAPID PRINT <br />PARKING LOT) AT THE BASE OF THE PROPOSED ANTENNA. <br />3.
