<br />1 <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />November 26, 1996 <br /> <br />Page 5 <br /> <br />Council Business. continued <br /> <br />Williams asked that consideration be given to amending the ordinance to reflect the <br />specified changes in anticipation of the project's approval. <br /> <br />Mattila presented the site plan review to construct a 100 ft. high cellular antenna on the <br />Rapid Print site, 1415 - 14th Ave. NW. The antenna proposal requires a site plan <br />review and building permit. Because the application did not include screening from the <br />adjacent property, the City Forester recommends planting of nine upright Techny <br />Arborvitae around three sides of the security fence. The accessory equipment would be <br />located inside the fenced off area. The Planning Commission recommends approval. <br /> <br />Gunderman and Larson noted concern regarding the amount and concentration of <br />antennas being constructed in New Brighton. Gunderman asked why the applicant, <br />SBA, did not consider placing the antennas on top of a water tower. <br /> <br />Larson questioned whether the City should designate a parcel of land for these antennas. <br /> <br />Gunderman realizes the City does not have grounds for denial, but attempts should be <br />made to place antennas predominately on water towers. He has concern the City will <br />ultimately have antennas scattered throughout town inhabiting prime industrial areas. <br /> <br />Samuelson agrees these towers are not visually pleasing and the City should research the <br />prevention of high concentrations of towers. <br /> <br />Ken Nielsen, SBA, said typically antennas are located on existing structures, however, <br />the water tower was located too far away to permit 1-694 and 35W transmissions. SBA <br />towers are designed to hold more than one carrier which limits the need for additional <br />towers. In dense metropolitan areas, the towers need to be located 1/4 to 1/2 mile apart <br />for sufficient transmission. <br /> <br />Gunderman asked if it possible the towers could become obsolete if technology changes. <br />Nielsen said if this technology becomes obsolete, the tower is removed. Gunderman <br />asked if the rendering plant location would provide transmission capabilities. Nielsen <br />said the wind study performed at that location found the antenna would be overstressed <br />and unsafe. Gunderman asked if the tower could be placed near the existing tower in <br />Arden Hills. Nielsen said Arden Hills requires a limit of one tower per legal description <br />and has indicated a strong aversion to new towers in this area. <br /> <br />Gunderman expressed the need to develop a master plan addressing limits on tower <br />construction. Benke said the City needs a valid reason for denial, and suggested some <br />type of moratorium to guide future locations. Gunderman suggested postponement of <br />the proposal until development of a master plan. <br /> <br />Nielsen said SBA wishes to begin construction in December to allow for completion by <br />March 1997. <br /> <br />Benke asked if the City is aware of additional antenna proposals. Mattila confirmed <br />there are no other antenna proposals in the offering.
