Mattila feels the <br />trees on the north will be saved, but saving trees along the westside is not possible. <br /> <br />Williams asked if the ordinance needs to be amended before project approval. Mattila <br />said the special use permit could be approved conditional on the amendment which will <br />be considered at the December 17 Planning Commission and then directed to Council. <br /> <br />Columbia Heights Councilmember Robert Ruettiman requested tabling the issue in order <br />to allow for a joint worksession between the Columbia Heights and New Brighton City <br />Councils. Columbia Heights has concerns regarding erosion and tree removal. <br /> <br />Benke recommends continuation to allow for the worksession, and asked if downsizing <br />would save trees along the west side. He asked if a one way in/out entrance into the site <br />would be acceptable to all parties. <br /> <br />Jay Whitaker, City of Mpls, questioned if a narrower design may create problems. He <br />feels increasing daily work hours would hasten the schedule, and installation of fencing <br />and the tree berm will assist in noise control. Mpls intents to locate a suppler for <br />soybean oil soap which is a biodegradable solution used for dust control. <br /> <br />Benke asked if a very heavy rainfall could create flooding problems. Whitaker said the <br />design follows industry standards for a ten year storm runoff, however, a rainfall of <br />longer duration may pose a problem. Whitaker feels the one way in/out entrance <br />appears viable, and prefers the use of 5th St. as a truck route because it is an MSA <br />street with better bearing capacity than Co. Rd. E. <br /> <br />Fulton and Columbia Heights City Manager Wait Pehst suggested the worksession <br />involve staff and Council representation. Benke asked Mpls be invited, and if the <br />project contained any impending deadlines. Whitaker said the longer a decision is <br />delayed, the more difficult it is to remain on schedule. Benke recommends the <br />worksession be held December 12 at 5;30 p.m. at the Columbia Heights City Hall. <br /> <br />Larson said residents along 5th St. need to be kept informed because of the project's <br />impeding truck traffic. There is concern the newly reconstructed Silver Lk. Rd. will be <br />damaged by truck traffic. Benke said this project affects many communities, and <br />hopefully an equitable approach can be determined. Gunderman requested the contract <br />state conditions relating to truck traffic restrictions. <br /> <br />Williams asked if Ramsey County has been alerted to this project. Whitaker said Mpls <br />contacted the County, and the County communicated no concern relating to the use of <br />county roads. Benke requested the County be notified of the work session. <br /> <br />Motion by Samuelson, seconded by Williams, to CONTINUE SP-196, CITY OF <br />MINNEAPOLIS WATER WORKS PROPOSAL, AND SCHEDULE A JOINT <br />WORK SESSION WITH THE CITIES OF NEW BRIGHTON, COLUMBIA <br />HEIGHTS, AND MINNEAPOLIS ON DECEMBER 12,5:30 P.M.
