<br />~I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />November 26, 1996 <br /> <br />Page 3 <br /> <br />Council Business. continued <br /> <br />The petition requests the following measures: 1) Close off 16th Ave. where it joins <br />Silver Ln; 2) install both northbound and southbound stop signs on 16th Ave. at the <br />intersections of 1st St., 2nd St. and 3rd St.; 3) repaint faded double yellow line in the <br />center of 16th Ave. and add painted pedestrian crosswalks; 4) construct bicycle lane on <br />16th Ave. extending from Hansen Park to Silver Ln; 5) more police presence on 16th <br />Ave. to enforce speed limits and deter dumping and loitering at vacant lot; 6) install a <br />street light on 16th Ave. curve to discourage dumping and loitering at vacant lot; and 7) <br />install "No Right Turn on Red" sign on Silver Lake Rd. and Silver Ln. traffic signal to <br />discourage "cut-through" traffic on Silver Ln. and 16th Ave. A letter was sent to each <br />individual signing the petition stating the issue will be discussed tonight. Staff <br />recommends Council receive the petition and direct staff to hold a public meeting with <br />the residents. Proper suggested the meeting be held in January. <br /> <br />Benke noted previous discussions regarding traffic concerns on 3rd St., and asked if the <br />Public Safety Commission (PSC) has had opportunity to address creation of a city-wide <br />traffic study. Proper said the PSC has not yet reviewed the issue, but he has compiled a <br />list of neighborhoods noting concerns. PSC Council liaison Samuelson said the issue <br />could be discussed at the December PSC meeting. Benke feels the issue has been <br />percolating throughout the City and a comprehensive review should be initiated. <br /> <br />Joan Elwell, 42 - 16th Ave. SW, appreciates staff efforts and looks forward to the <br />neighborhood meeting in January. <br /> <br />Motion by Gunderman, seconded by Samuelson, to RECEIVE THE PETITION AND <br />DIRECT THE PUBLIC WORKS AND POLICE DEPARTMENTS AND PUBLIC <br />SAFETY COMMISSION TO HOLD A PUBLIC MEETING WITH RESIDENTS <br />OF 16TH AVE. SW TO DISCUSS TRAFFIC PROBLEMS AND FORMULATE <br />POSSIBLE SOLUTIONS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />City Planner Erny Mattila presented a special use permit to construct a 40 million gallon <br />finished water reservoir on the City of Minneapolis (Mpls) reservoir site. <br /> <br />The site was much smaller than originally thought, and the square footage of the existing <br />and proposed structures exceed R-l district 30 % Floor Area Ratio (FAR) by 4 %. Mpls <br />could only reduce the reservoir size by 5 million gallons without losing its effectiveness. <br />The reservoir would now be setback an additional 7 ft. from the west property line <br />(Stinson Blvd.) at a total setback of 37 ft., and setback an additional 40 ft. from the <br />north property line (Sth St.) at a total setback of 203 ft. This reduction reduces the FAR <br />from 34% to 33%. The Planning Commission recommends a PAR variance based on <br />the fact the reservoir would be covered with earth and would not generate significant <br />traffic. City Attorney Charlie LeFevere felt increasing the FAR to 3S% would allow the <br />reservoir, but still place limits on the size of public service structures. The amendment <br />would allow public service structures to exceed the FAR by 3 %. The intent of the FAR <br />is to ensure residential lots have ample yard, conversely, public service structures do not <br />generate significant activity and would not need large yards. Such structures are public <br />necessity whose sole function is to serve a public need.
