<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 22, 1996 <br /> <br />Page 2 <br /> <br />".~\1' <br /> <br />Public Hearin~ - None <br /> <br />Council Business <br /> <br />City Sanitarian David Pridgen presented the SCORE Funding Grant Application and <br />Recycling Service Charge for 1997. <br /> <br />New Brighton's curbside recycling program is partially funded by SCORE grant money <br />from Ramsey County. The remaining funds are raised through a City recycling service <br />charge collected by the County. New Brighton's 1997 SCORE grant will be $45,611, <br />an increase of $303 from 1996. With the City's proposed budget, less the SCORE <br />grant, the County will collect $20/household which reflects a $1/household increase. <br />The increase is the result of adding two community cleanup days to the recycling budget. <br />Restructuring of the recycling schedule will provide pickup every other week which will <br />be more convenient to residents and would level out tonnage. <br /> <br />Benke asked if it is staff's intent to coordinate the New Brighton cleanup days with <br />surrounding communities. Fridgen said the New Brighton cleanup day will be separate, <br />however, if coordination opportunities arise, staff will try and coordinate. <br /> <br />Samuelson asked if the every other week pickup will increase recycling fees. Fridgen <br />said the restructure will not increase fees or tonnage, but merely level out tonnage. <br /> <br />Gunderman, seconded by Williams, to APPROVE THE 1997 SCORE FUNDING <br />GRANT APPLICATION FOR RAMSEY COUNTY AND THE 1997 CITY <br />RECYCLING SERVICE CHARGE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />City Engineer Les Proper presented consideration of stop signs at 3rd St. NW, between <br />Silver Lk. Rd. and 14th Ave. NW. In light of Council's decision to order stop signs at <br />northbound 14th Ave. at 3rd St. NW and eastbound 3rd St. at 14th Ave., no additional <br />study was conducted at this location. The posts have been installed, and sign locations <br />have been determined. Traffic data has been obtained for possible stop signs at east and <br />west bound 3rd St. at 17th Ave., Kimberly Dr. and 23rd Ave. <br /> <br />Speed and volume counts were taken near 1946--3rd St. from Friday, October 4 to noon <br />Monday, October 7. The data showed vehicle counts and speeds by S mph increments <br />per hour. The highest day volume, 886 cars, occurred October 4. Ninety-seven percent <br />of cars traveled 30 mph or less; 25 traveled 31-35 mph; 3 traveled 36-40 mph; and 1 <br />traveled 41-45 mph. The peak hour volume of 96 vehicles occurred 5:00-6:00 p.m. <br />Based on data, 3 % of vehicles on 3rd St. exceeded the speed limit. The Police conducted <br />studies on 3rd St. on October 3, 4, 9 and 10 during the p.m. peak hour; and recorded <br />speed and license numbers for those exceeding 30 mph. Of 114 vehicles exceeding 30 <br />mph, 28 traveled over 35 mph with the fastest at 42 mph. It was found that 70% of <br />these vehicles belonged to New Brighton residents. Because the data falls short of the <br />standard warrants, staff cannot recommend installation of all-way stop signs. The <br />standards call for SOO vehicles/hour per 8 hour period, but the data showed less than 100 <br />vehicles/hour with 147 the highest. <br /> <br />Option 1 would use increased enforcement and resident involvement in a neighborhood <br />speed watch program to reduce 3 % of traffic exceeding the speed limit. <br /> <br />Council Business <br /> <br />SCORE Grant and <br />Recycling Charge <br />Report 96-235 <br /> <br />3rd St. and 14th Ave. <br />Stop Sign Request <br />Report 96-236 <br />Resolution 96-091 <br />
