<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 22, 1996 <br /> <br />Page 6 <br /> <br />Council Business. continued <br /> <br />Staff recommended the following conditions of approval: sweeping of hauling routes; <br />hauling activity permitted 7:00 a.m. to 5:00 p.m., Monday-Friday only; and approval of <br />a grading and drainage plan by the City Engineer and Rice Creek Watershed District <br />(RCWD). Mpls will pave the back portion of the access from Stinson Blvd. and 5th St. <br /> <br />Gunderman asked if the communication from Lowell Johnson had been received. <br />Mattila said Council and Mpls received Johnson's comments referring to flatter slopes, <br />appropriate setbacks, and reservoir height. Mattila said the structure will be setback 30 <br />ft. from the property line, and the slope material will be part of the landscape plan. <br />Gunderman asked if there is opportunity for recreation activities on the site. Mattila said <br />there was discussion regarding soccer fields, but the reservoir vents prevent any activity. <br /> <br />Samuelson noted the five basic hauling routes and asked which one is preferred. Adam <br />Kramer, Director of Mpls Water Works, said three of the five routes will not be used <br />because they travel through residential areas. The two proposed routes are: Central <br />Ave., to 49th Ave. to Stinson; or Silver Lk. Rd. to Co. Rd. E to Stinson. Silver Lk. <br />Rd. appears to be safer because 49th Ave. involves school bus travel. Kramer <br />confirmed these streets are designed to accommodate the truck weight. <br /> <br />Larson is resistant to allowing truck hauling activity on New Brighton roads, and will <br />not support the project if trucks are allowed to use Silver Lk. Rd. <br /> <br />Kramer said many communities other than Mpls benefit from this water, and the area's <br />high elevation allows the use of gravity instead of pumping for operation. He noted an <br />error in the plan which stated the site to be 56 acres, however, in actuality it is 37 acres. <br />Mattila said the staff report is based on 56 acres, and the density should be recalculated. <br /> <br />Williams does not question the appropriateness of the reservoir or its expansion, but has <br />concern with its impact and frequency of construction traffic. Kramer said earthwork <br />will take about 6 weeks and concrete work will be intermittent over one year. Kramer <br />calculated the number of daily truck trips to be 22, and truck hauling hours will be 7:00 <br />a.m. to 5:00 p.m., Monday-Friday. Mpls will ask for further clarification if they are <br />allowed to perform other work than hauling beyond conditional hours. Williams is <br />reluctant to allow Silver Lk. Rd. and 5th St. for truck traffic. <br /> <br />Larson noted resident concern of the structure's elevation. Kramer believes the <br />elevation will remain the same. Kramer and Council reviewed the elevation <br />calculations. Benke confirmed that 230 ft. of existing trees will remain on the Wexford <br />Heights border. Williams verified that the existing tank is 40 million gallons. <br /> <br />Benke confirmed that temporary construction traffic will travel west on 5th St., and the <br />access will be rebuilt and landscaped when the project is completed. Kramer said they <br />will try to save as many trees as possible along Stinson Blvd. Mattila said the City <br />Forester is working on the landscape plan, and Linden trees will be planted on Stinson <br />Blvd. every 25 ft. intervals.
