His new office will most likely be <br />located at the mall on Silver Lk. Rd. near Co. Rd. D, and expects to move November <br />22. Gunderman verified the permit's intent is to advertise the office, but not sell <br />financial instruments door to door. <br /> <br />City Attorney Charlie LeFevere said the ordinance requires licensing of peddlers <br />delivering goods immediately and solicitors providing later delivery. However, an out <br />of state order is excluded from the ordinance. A third type of licensing is a handbill <br />distributor, and a license is required if material is left. Growe would leave literature. <br /> <br />Williams is pleased that Growe will not sell financial instruments door to door, but feels <br />the method is strange. Growe said Edward Jones is the 8th largest securities firm in the <br />nation and every office was started in this manner. Williams suggested Growe contact <br />the New Brighton Area Chamber of Commerce. <br /> <br />Samuelson basically feels Growe's purpose is to introduce himself to the community. <br /> <br />Motion by Samuelson, seconded by Williams, to GRANT A SOLICITOR'S LICENSE <br />TO PATRICK GROWE, DOING BUSINESS FOR EDWARD JONES, INC. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Mattila presented the application for a special use permit to construct a 45 million gallon <br />finished water reservoir on the City of Minneapolis (Mpls) reservoir site. The reservoir <br />would serve over 500,000 persons in communities south and west of New Brighton. It <br />is located next to Driftwood Park on Stinson Blvd. and south of 5th St. <br /> <br />Mattila said those trees along the west of the facility and within 80 ft. on the east would <br />be removed. Mpls prefers not to plant new trees near the reservoir for fear root systems <br />would damage reservoir walls. Mpls has agreed to plant shrubs along the west up to the <br />property line and on the east within 80 ft. of the reservoir wall. The existing trees north <br />of the property line on 5th St. and those abutting Wexford Heights will be preserved. <br />The City Forester recommends a mixture of shrubs. The new gate and drive entrance <br />off Stinson Blvd. requires removal of several 100 year old White Oaks. This entrance <br />should be relocated to the northwest to avoid removal of these trees. <br /> <br />The Planning Commission held public hearings on September 17 and October 15. On <br />October 15, the Planning Commission recommended Condition #2 (include the exact <br />footage of trees to be saved on the north and east property lines); and Condition #9 <br />(require an erosion control plan approved by City Engineer prior to grading or <br />construction activities commencing on the site). A NPDES permit and environmental <br />worksheet will not be required. <br /> <br />Wexford Heights residents had stated concerns of the reservoir leaking because their <br />sump pumps were running. Mpls conducted water sampling from these sump pumps <br />and found it was groundwater not reservoir water. Another concern was the truck route <br />during excavation. The project will take 27 months and includes 4 months of <br />excavating. Residents expressed concern that excavation trucks will be allowed to use <br />the newly reconstructed Silver Lk. Rd.
