Proper said <br />the program is similar to the neighborhood crime watch program and relies on resident <br />participation. This has been used in other states with relatively good results. Benke said <br />resident volunteers are willing to assist, and some are trained in the use of radar guns. <br /> <br />Police Chief John Kelley said residents participated in four sessions of radar monitoring. <br />It was found that speeds clocked by residents were higher than if a marked patrol car <br />was present. A letter will be sent to violators explaining the speed watch program. An <br />officer and resident would monitor traffic, and an officer would approach the violator <br />regarding speed levels. The resident would explain to the violator the seriousness of <br />speeding in their community. He looks forward to the results of the program, <br /> <br />Mike Meanon, 1735 - 3rd St., said Officer Olson's data showed higher speeds and larger <br />percentages of violators than those presented by Proper. Benke commented that this <br />may be an unnatural setting from an engineering study standpoint. <br /> <br />Fisher said a more accurate count may be taken after the issue has died down and there <br />is no preliminary knowledge of the study. He asked why was the data south of 14th <br />Ave. not included. Proper said that data did not provide significantly different counts. <br /> <br />Benke suggested staff pursue ways to measure, respond to problems appropriately, work <br />with the neighborhood, and present recommendations next spring. <br /> <br />Williams asked if Police issue a citation if a violator is clocked at 40-42 mph in a 30- <br />mph zone. Proper said during this test period violators were not ticketed. Kelley <br />confirmed that tickets are generally written when speeds exceed 10 mph. Fisher feels <br />enforcement requirements should be stricter in a 30 mph residential zone. <br /> <br />Benke prefers discussions occur before spring. Fisher said that conducting studies next <br />summer is appropriate. Benke asked if the Public Safety Commission should review this <br />issue. Williams feels Option 1 should be pursued, but future consideration of a City- <br />wide traffic study could be directed to the Public Safety Commission at a later date. <br /> <br />Motion by Samuelson, seconded by Williams, to DIRECT STAFF TO PURSUE <br />OPTION ONE IN COLLABORATION WITH THE NEIGHBORHOOD TO <br />MEASURE MORE ACCURATELY THE PROBLEM, DEVELOP ALTERNATIVE <br />RESPONSES, AND REPORT TO COUNCIL NO LATER THAN MAY 1, 1997. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Fulton explained that Patrick Growe, doing business for Edward Jones, Inc., applied for <br />a solicitor's permit on October 8, and the request was tabled. Growe was requested to <br />appear in person and provide an employment verification letter. <br /> <br />Benke noted that Council's concern was the information on the application referred to a <br />future office location and did not list an address. <br /> <br />Gunderman said in 1993, Edward Jones employee, Trevor Hall, applied for a similar <br />request, and asked if Hall is practicing in New Brighton.
