<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 8, 1996 <br /> <br />Page 7 <br /> <br />Public Hearing - Proiect 95-4. 5th Ave./lOth St. Streetscape - 8:46-8:49 p.m. <br /> <br />Proper explained that Project 95-4 included reconstruction of 5th Ave. between Old <br />Hwy 8 and the 1-694 bridge, and 10th St. between the railroad tracks and the I-35W <br />bridge. Fifth Ave. is a Ramsey County road; and 10th St., between 5th Ave. and 1- <br />35W bridge, was a Ramsey County road that was turned back to the City. <br /> <br />The project involved rehabilitation of existing roadway with concrete curb and gutter, <br />concrete sidewalks, bituminous surfacing, boulevard landscaping, ornamental street <br />lighting, retaining walls, irrigation system, brick pavers, decorative columns, and flag <br />poles. Agreements between the City and Village Center, and the City and New Brighton <br />Care Center, stipulated that the City would special assess these properties for the <br />streetscape improvements. The agreement with Brighton Green Townhomes specified <br />that Rottlund Company will make direct payment to the City for the improvements. <br /> <br />The proposed assessment rates are: lots on 5th Ave. with existing curbing - $9.00/front <br />ft.; and lots on 10th St. with no existing curbing - $15. OO/front ft. There is a total of <br />1,334.70 assessable front ft. on 5th Ave., south of 8th St. that results in an assessment of <br />$12,012.30. There is a total of 269.10 assessable front ft. on 10th St. that result in an <br />assessment of $4,036.50. The total assessment for the project is $16,048.80. There was <br />a total of 5 old galvanized water services replaced, and two new water services. The <br />individual assessment rates for this work is $61O.80/each. <br /> <br />There were no comments from the audience. <br /> <br />Motion by Williams, seconded by Samuelson, to CLOSE THE PUBLIC HEARING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Hearing was closed at 8:49 p.m. <br /> <br />Motion by Williams, seconded by Samuelson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION APPROVING SPECIAL ASSESSMENTS FOR <br />PROJECT 95-4, 5TH A VE.l10TH ST. STREETS CAPE AND REHABILITATION. <br /> <br />5 Ayes ~ 0 Nayes, Motion Carried. <br /> <br />Public Hearing - Proiect 96-9. 634 Inca Land Sanitat:y Sewer Service - 8:50-8:51 p.m. <br /> <br />Proper explained that Project 96-9 involved a sanitary sewer service replacement at 634 <br />Inca Ln. The existing service was in poor condition and meandered down the boulevard <br />for several hundred feet before connecting into the main. Under this project the old <br />service was abandoned and a new service installed to the main in front of the home. <br />Staff is treating this as a City project at the owner's request for financial reasons. This <br />will allow the owner to paying for the replacement over a ten year period. The City will <br />pay for the cost to install the service stub in the right-of-way and the administration cost <br />for creating the special assessment. It was felt this occurred because the service line <br />may have been damaged by the installation of a storm sewer in 1992. This agreement is <br />beneficial to both the owner and the City.
