NW NORTHBOUND AT 3RD <br />ST. NW; AND 3RD ST. NW EASTBOUND AT 14TH AVE. NW. <br /> <br />No vote taken. <br /> <br />Benke said the staff report's intent is for Council to receive the petition and make <br />appropriate recommendations for additional analysis. Williams agrees that appropriate <br />action is to receive the petition, and request a study to concentrate on those corners. <br /> <br />Larson supports the Gunderman motion because he feels the need is immediate. <br /> <br />Gene Fisher, 1400 - 3rd St., fully supports the sign installation. Because there are no <br />sidewalks, pedestrians use the street to access the park and this creates safety concerns. <br /> <br />Gunderman asked if the issue could be accomplished now, subject to research. Benke <br />agrees the agenda clearly states to accept the petition and request a study. Gunderman <br />prefers to follow appropriate policy, but believes action is needed for immediate safety. <br />Benke suggested Gunderman table his motion pending research of stop signs on 3rd St. <br />NW between 14th Ave. NW and Silver Lake Road. Gunderman asked Larson how he <br />felt about tabling the motion. Larson wants to see the signs installed immediately. <br /> <br />Motion by Gunderman, seconded by Williams, to TABLE MOTION TO ORDER <br />INSTALLATION OF STOP SIGNS ON 3RD ST. BETWEEN 14TH AVE. NW <br />AND SILVER LAKE ROAD PENDING RESEARCH OF ENGINEERING STUDY. <br /> <br />4 Ayes - 1 Naye (Larson), Motion Carried. <br /> <br />Fisher feels conducting a study at this time will give lower traffic counts than in summer <br />when park usage is high. Fisher and his neighbors have noted high traffic and speed <br />levels at the park entrances, and increased cross traffic and speeds at 3rd St. and 14th <br />Ave. He feels Council has enough information to proceed without an engineering study. <br /> <br />Ray DeLamb, 276 - 14th Ave., noted "Murphy's Law," and feels Council could <br />proceed at this time and place stop signs at 3rd St. and 14th Ave. <br /> <br />Williams does not need the additional research to make a decision, but because it is not <br />on the agenda as an action item, he suggested deferral. <br /> <br />Samuelson feels the signs should be installed, and does not want the issue of the 3rd St. <br />speed levels to be lost. <br /> <br />Williams said it would be helpful to receive the traffic counts performed by residents in <br />order to review the other areas at Kimberly Ln., 23rd Ave., and 3rd St. <br /> <br />Benke suggested that the Public Safety Commission undertake a Citywide neighborhood <br />speed control study. <br /> <br />Mike Meanon, 735 - 3rd St., hopes Council does not forget speed levels concerns on 3rd <br />St., near Kimberly Ln.
