NW STOP
SIGN PETITION AND REQUEST RESEARCH OF AN ENGINEERING STUDY
FOR STOP SIGNS ON 3RD ST. BETWEEN 14TH AVE. NW AND SILVER LAKE
ROAD; REQUEST RESEARCH BE PRESENTED ON OCTOBER 22, 1996; AND
THAT RESEARCH INVOLVE MORE IMMEDIATE ATTENTION TO THE
NORTHBOUND AND EASTBOUND INTERSECTIONS OF 14TH AVE. AND 3RD
ST. NW.

5 Ayes - 0 Nayes, Motion Carried.

Gunderman agreed that research into a City-wide neighborhood speed control study
would provide valuable information.

Fisher thanked Council for their attention to this matter.

Park and Recreation Director Maurie Anderson presented creation of a soccer facility at
Driftwood Park. The Parks, Recreation, and Envirorunental Commission proposes to
remove an adult softball field and replace it with a soccer field, and commit $3,000 from
the Innsbruck Park budget to cover 1996 costs. This option is the least expensive, and the
Soccer Ascn. will perform earthwork at no cost. It is recommended the 1997 CIP include
a $22,000 allocation to develop an irrigated regulation size field at Driftwood Park.

Gunderman asked if the irrigation trench work could begin this season. Anderson said
the field should remain in good condition for at least a year without irrigation. Larson
confirmed that the field size is acceptable to the soccer organization.

Gerald Tietz, 804 Torchwood and soccer organization, noted recent meetings with the
Mounds View School District, soccer organization, community education, and
neighboring cities regarding integration of high school and community education sports
and the use of the Irondale sports facility. These meetings will allow further research into
cooperative efforts" Anderson said there will be future meetings with the cooperative
group to develop recreation facilities to coordinate and address growing district needs.
Because the soccer organizations serve all four cities, cooperative planning is important.

Samuelson feels the community will benefit from this conversion, and it is a very
inexpensive way to invest in our youth sports community.

Benke welcomed the communication efforts within the sports community. Gunderman
supports the cooperative efforts and this proposal.

Larson feels this is an excellent addition to the community. Williams thanked the soccer
families for their support of this effort.

Motion by Gunderman, seconded by Williams, to AUTHORIZE STAFF TO
CONVERT THE ADULT SOFTBALL FIELD AT DRIFTWOOD PARK TO A
SOCCER FIELD IN THE FALL OF 1996 AT A COST NOT TO EXCEED $3,000.

5 Ayes - 0 Nayes, Motion Carried"

Anderson presented the installation of additional netting at the Driving Range.

Council Business

Stop Sign Petition -
3rd St.
Report 96-226

Driftwood Park
Soccer Conversion
Report 96-228

Purchase of netting for
Driving Range
Report 96-229
