<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 8, 1996 <br /> <br />Page 11 <br /> <br />Council Business. continued <br /> <br />The range has not performed up to expectations because of four new area ranges, and wet <br />cool springs which reduce attendance. With the reduced income, the range will <br />breakeven in 1996. Since its inception, the range has caused major inconvenience to <br />Dahlke Trailer by bombarding their property with balls every day. An agreeable solution <br />by the City and Dahlke has been reached. The solution is to erect an additional screen on <br />Dahlke's property to intercept 90% of the balls. The cost of this screen is $3,000. <br /> <br />Benke asked when this netting will be installed. Anderson said staff should have time this <br />fall for the installation, if not, then installation will be delayed until May. <br /> <br />Larson asked the height of the poles. Anderson said the poles should be the same height <br />as the existing nets and will be placed against the property line. <br /> <br />Motion by Samuelson, seconded by Gunderman, to AUTHORIZE PURCHASE OF <br />POLES AND NETTING FOR DRIVING RANGE IN THE AMOUNT OF $3,000. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Community Development Director Kevin Locke presented the Hwy 8 Corridor Task <br />Force recommendation to hire a consultant to conduct the planning process. Eight <br />proposals were received and four were chosen to present to the task force. After much <br />discussion and analysis, the task force selected Hoisington, Koegler Group (HKG). This <br />team was selected because of the appropriateness of their scope of work, vast experience <br />with similar plans, team expertise, and the guiding, planning philosophy of pragmatism. <br /> <br />Michael Schroeder, HKG, said the firm finds it challenging to shape the future direction <br />of this corridor into an exciting development potential. Jana King, HKG, said the process <br />involves insight into what's viable in today's market. Benke feels it is important to <br />evaluate what makes sense for the community and market. <br /> <br />Motion by Gunderman, seconded by Larson, to AUTHORIZE STAFF TO ENTER <br />INTO NEGOTIATIONS FOR A CONTRACT WITH HOISINGTON, KOEGLER <br />GROUP FOR PHASE I OF THE OLD HWY 8 CORRIDOR STUDY. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Locke presented the redevelopment contract for 808 - 6th Ave. Curtis Bostrum, owner, <br />proposes $40,000 of improvements to landscaping, parking lot, and garage construction. <br />The property is part of TIF # 18 which includes Rottlund Townhomes and New Brighton <br />Care Center. Bostrum seeks $15,000 in TIF assistance, and a contract is needed to <br />commit Bostrum to complete improvements. The project will further upgrade the area. <br /> <br />Benke said this looks like a good venture. <br /> <br />Bostrum thanked Locke and Mattila for their help in this project. <br /> <br />Motion by Williams, seconded by Samuelson, to AUTHORIZE STAFF TO PREPARE <br />A REDEVELOPMENT AGREEMENT FOR 808 - 6TH AVE.
