The settlement <br />includes small changes to current language and five economic issues. Jeanetta is pleased <br />with the quick negotiation process. The settlement involves: salary increases of 3 % for <br />1997 and 1998; City and union share in increases in 1997 insurance costs (insurance <br />provider predicts 8 % increase); Detectives and Corporals receive $5/month increase; <br />Officers who work in an Officer in Charge capacity for more than 4 hours a shift would <br />receive 2 hours of compensory time; and SELF Program allows an Officer to advance to <br />7% SELF pay over base pay with Bachelors Degree instead of Masters Degree. Non- <br />economic language changes include: call in for sick leave prior to start of shift; and injury <br />on duty equates work days to work hours. Over the next two years, staff estimates the <br />costs to range from 5.74% to 6.07% depending on changes in insurance premiums. <br /> <br />Benke asked if this settlement is comparable to other cities. Jeanetta said a survey found <br />that 3 % is a comparable rate. Samuelson feels this settlement is comparable to public and <br />private sector trends. <br /> <br />Motion by Samuelson, seconded by Larson, to APPROVE THE PROPOSED <br />TENTATIVE LABOR CONTRACT MODIFICATIONS WITH LELS FOR THE <br />1997/1998 CONTRACT YEARS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Gunderman noted Report 96-224A, Request for Peddlers' License - Edward Jones, Inc. <br />This request involves selling investments, certificates of deposits, bonds, stocks, and <br />mutual funds door to door. He questioned the legal liabilities associated with granting <br />this type of license. Thomson said issuance of a permit does not guarantee the public the <br />accuracy and confidence of an applicant, and does not feel there is liability to the City. <br /> <br />Williams recalled a similar previous request, and asked if this is the same individual. <br />Jeanetta said the company is the same, but not the applicant. The applicant's intent is to <br />inform people of an office location, however, at this time there is no office. Williams <br />requested the applicant confirm the office location before Council consideration. <br />Samuelson has heard of Edward Jones, but has concern regarding the absence of an <br />office. Williams believes this may be the same excuse given by the previous applicant. <br /> <br />Benke questioned why a resident would purchase financial instruments door to door, and <br />asked if the City can deny this license based on the absence of the office. Williams said <br />the application states this to be the main purpose of the door to door contact. Samuelson <br />said because the applicant is not present, the item should be deferred. Williams and <br />Larson intend to deny the request.
