APPROVAL OF NC-I04. <br />2. PROVISION OF A LETTER OF CREDIT OR BOND IN THE AMOUNT <br />EQUAL TO 100% OF THE COST TO INSTALL THE PROPOSED <br />LANDSCAPING. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Mattila presented the site plan review and nonconforming use permit to enclose an <br />existing patio on an existing service station and car wash facility, 1201 Silver Lake Rd. <br /> <br />The proposal involves enclosing of a 11' x 11' patio area to be used as additional retail <br />space. The existing station was constructed with a driveway and parking area 10 ft. <br />from the north property line. This existing encroachment is undetectable from the R-2 <br />district to the north because of the privacy fence and evergreen screen. In 1994, <br />Council determined the applicant had reduced this nonconformity to the greatest <br />practical extent. The proposal complies with all district standards. <br /> <br />Gunderman noted the previous site improvements which had positive impact to the area. <br />Bob Smith, owner, recently purchased the Sinclair Gas Station on Silver Lake Road and <br />will also renovate this facility. <br /> <br />Williams said the proposal shows a deli counter, popcorn machine, and drink dispenser. <br />Smith verified that this equipment will not be installed or incorporated into the proposal. <br />Williams requested explanation of the access between the north and south areas. Smith <br />explained that the existing single door in the front of the building will be replaced with a <br />double door, a door will be installed for entry to the service area, and access will be <br />provided between the two doorways. <br /> <br />Motion by Gunderman, seconded by Larson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION APPROVING NC-I0S, SUBJECT TO <br />CONDITIONS; AND APPROVE LP-319, SUBJECT TO THE FOLLOWING <br />CONDITION: <br />1. APPROVAL OF NC-I0S. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Fulton presented the resolution for participation in the shared four sheet ice facility at the <br />National Sports Center in Blaine. The resolution is necessary to indicate New <br />Brighton's intent to participate in the project so the Minnesota Amateur Sports <br />Commission (MASC) can seek $500,000 in grant funding. Initially, the project was <br />brought forward by two hockey associations, Irondale and Mounds View, which <br />indicated critical need for additional ice time. <br /> <br />Under the proposal, MASC would build and operate the facility.
