He noted the big demand for ice in the off-season, and <br />the facility should enhance property values in the cities involved. <br /> <br />Lou Michaels, 1470 - 10th St., feels this is a tremendous project. <br /> <br />Doug Champ, Irondale Hockey Association and young women's hockey coordinator, <br />noted the increased interest in young women's hockey and the need for a new facility. <br /> <br />Larson supports the establishment of young women hockey programs and the proposal. <br /> <br />Williams had questioned the project when it was initially proposed, however, is <br />impressed by the commitment shown by the associations and families and fully supports <br />the project. He has not received one negative comment regarding the proposal. <br /> <br />Samuelson also supports the project. <br /> <br />Motion by Larson, seconded by Gunderman, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION AUTHORIZING THE CITY'S PARTICIPATION IN <br />FINANCING, CONSTRUCTION, AND OPERATION OF A FOUR-SHEET ICE <br />FACILITY AT THE NATIONAL SPORTS CENTER, SUBJECT TO THE <br />FOLLOWING CONDITIONS: <br />1. APPROVAL OF THE MASTER AGREEMENT BETWEEN THE <br />MINNESOTA AMATEUR SPORTS COMMISSION AND ALL <br />PARTICIPATING COMMUNITIES. <br />2. APPROVAL OF THE SUPPLEMENTAL AGREEMENT BETWEEN THE <br />CITIES OF SHOREVIEW, ARDEN HILLS, MOUNDS VIEW, AND NEW <br />BRIGHTON, AND NEW BRIGHTON AND THE MOUNDS VIEW AND <br />IRONDALE YOUTH HOCKEY ASSOCIATIONS. <br />3. APPROVAL OF THE SUPPLEMENTAL AGREEMENT BETWEEN THE <br />CITIES OF SHOREVIEW, ARDEN IDLLS, MOUNDS VIEW, AND NEW <br />BRIGHTON AND RAMSEY COUNTY WHICH INCLUDES THE <br />COUNTY'S $500,000 CAPITAL CONTRIBUTION FOR THE PROJECT. <br />4. PARTICIPATION IN THE PROJECT BY THE CITIES OF SHOREVIEW, <br />ARDEN HILLS, AND MOUNDS VIEW. <br />5. FINANCIAL COMMITMENT FROM COMMUNITIES FOR ALL FOUR <br />SHEETS OF ICE AT THE NATIONAL SPORTS CENTER. <br />6. REVIEW OF THE FINAL AGREEMENTS BY THE CITY'S FINANCE <br />DIRECTOR AND CITY ATTORNEY. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Fulton presented the capital bond funding application on behalf of the MASC. <br /> <br />One component of the financing package for the previously approved four sheet ice <br />complex includes $500,000 for funding of the Mighty Ducks Capital Bonding Fund. The <br />application involves two Mighty Duck Capital Bonds each in the amount of $250,000. <br />MASC has asked New Brighton to sponsor one application, and Blaine to sponsor the <br />other one.
