<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />September 24, 1996 <br /> <br />Page 6 <br /> <br />Council Business. continued <br /> <br />Motion by Gunderman, seconded by Larson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION ACCEPTING RESPONSIBILITY TO SPONSOR A <br />MIGHTY DUCKS FUNDING APPLICATION. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Larson suggested that hockey supporters write to the Ramsey County Board to <br />encourage their participation in the project, and thanking them for their support. <br /> <br />Announcements and Updates <br /> <br />Fulton said meetings were held relating to the sale of Spectrum which represents the <br />composite frequencies used for cellular phone services. This sale comes at the cost to <br />public safety services that rely on certain frequencies for operation. Mayor Benke has <br />become active in this issue due to its effect upon municipalities public safety services. <br /> <br />Gunderman requested a work session to discuss telecommunication issues such as cable <br />television programming, cable transfer fees, and rights-of-way issues. <br /> <br />Larson said Stockyard Days events are now being cablecast on Channel 16. <br /> <br />Michaels asked why the Mounds View School District has not implemented cable <br />programming of athletic events. Samuelson will bring this issue to the Cable <br />Commission. Gunderman said this issue has been discussed by the Northwest Cable <br />Commission. Fulton said the cable transfer from Continental to U.S. West provides <br />mechanism for phone companies to get into cable television and take advantage of the <br />technology. Fulton feels the future is for cities to move away from cable franchise fees <br />to support programming. Michaels believes parents would like to see sporting events <br />on cable, and feels they would be willing to provide sponsorship for programming. <br /> <br />Larson received many phone calls supporting the conversion of Driftwood Park into a <br />soccer field. Fulton said the item will be presented on October 8. Larson feels the <br />soccer association should make some type of financial commitment to the project. <br /> <br />Councilmember of the Month Ann Hoffman thanked the Council for allowing her to <br />serve as Councilmember of the Month. It has been a very enlightening experience. <br /> <br />Gene Fisher, 1430 - 1st St., asked that the petition relating to stop signs on 3rd St. be <br />addressed. Fulton received the petition, but does not recall it was to be addressed <br />tonight. Fisher received 69 signatures from homeowners on 3rd St. requesting stop <br />signs due to concerns relating to excessive speed levels and safety. Many motorists fail <br />to stop at the Silver Lake Rd. and 3rd St. intersection which creates a safety hazard. <br /> <br />Williams asked if a stop sign is being requested at 3rd St. or 14th Ave. Fisher asked <br />Council receipt of the petition and initiation of a comprehensive signing plan in the <br />following areas: northbound 14th Ave. at 3rd St.; eastbound 3rd St. at 14th Ave.; east <br />and westbound at 17th Ave. on 3rd St.; east and westbound on 23rd Ave. at 3rd St.; and <br />east and westbound on Kimberly Dr. at 3rd St. Fulton suggested that a neighborhood <br />meeting be held to provide clear understanding of the issue.
