Resolution No. 06-055. <br /> <br />3. <br /> <br />Janice Gundlach, the City Planner gave some background information. The <br />original approval obtained in 2003 has expired; the current application has slightly <br />changed. A revised plan was submitted by the applicant; staff has prepared two <br />additional plans which were drafted without input from the applicant. <br />The Planning Commission recommended approval of Staff plan B, with 2 Special <br />Use Pennits and denial of all variances. Council Member Hoffman asked if there <br />were any concerns raised by neighbors, Ms. Grmdlach reported that all residents <br />within 300 feet were notified, and no comments were received. <br /> <br />Motion by Council Member Hoffman, seconded by Council Member Bauman to <br />adopt the attached resolution which conditionally approves the following: <br />1. Approval of Site Plan review. <br />2. Approval of Special Use Permit for automotive repair. <br />3. Approval of Special Use Permit for automotive sales. <br />I Denial of all variances <br />ng with the fourteen recommended conditions. <br /> <br />4 Ayes - 0 Nays, Motion Carried <br /> <br />4. John Ordway of Pratt Ordway Properties on behalf of Limu Coffee <br />(SP2006-009), 500 5th Avenue NW, Special Use Pennit in order to <br />amend the General Development Plan to construct a drive-thru lane <br />at the west end of the existing building. <br />Report No. 06-141. Resolution No. 06-056 <br /> <br />The City Planner indicated the applicant as submitted six plans, one being the <br />preferred plan, the others as alternatives. It was indicated that in any of the plans <br />submitted, all rrllnimum required parking conditions were met. <br />Alternate Plan 3 was the recommended plan by both the Planning Commission and <br />staff. <br />Council Member Hoffman expressed she had serious concerns relating to safety <br />Isues and stacking of traffic. <br />uncil member Burg questioned the Planning Commissions discussion regarding <br />. s application. Council Member Doffing stated the Planning Conurussion felt that <br />alternate plan 3 was a workable plan. <br />John Ordway representing Pratt Ordway Properties addressed the stacking issue; <br />Stating that the busiest time for the drive-through would occur between 7-9 am, <br />druing this time none of the other businesses are open for business. <br />Mr. Ordway explained a seventh plan was submitted; however the 50 foot setback <br />was not met. <br /> <br />3.
