<br />I <br /> <br />I <br /> <br />I <br /> <br />COUNCIL PROCEEDINGS <br /> <br />CITY OF NEW BRIGHTON <br /> <br />Pursuant to notice thereof, a regular meeting of the New Brighton City Council was held Monday, September 9,1996, <br />at 7:30 p.m. in the municipal building, 803 Fifth Avenue NW. <br /> <br />Present: <br /> <br />Mayor Benke, Councilmembers Larson, Samuelson and Williams. <br /> <br />Absent: <br /> <br />Councilmember Gunderman <br /> <br />Margaret Egan, Finance Director <br />Matthew Fulton, City Manager <br />Charlie LeFevere, City Attorney <br />Les Proper, City Engineer <br /> <br />Council welcomed September Councilmember of the Month, Ann Hoffman. <br /> <br />Also Present: <br /> <br />Council A~enda <br /> <br />Motion by Williams, seconded by Samuelson, to APPROVE THE COUNCIL <br />AGENDA. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Minutes <br /> <br />Motion by Samuelson, seconded by Larson, to WAIVE THE READING AND <br />APPROVE THE AUGUST 27, 1996, COUNCIL MEETING MINUTES. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Commission Minutes <br /> <br />Mayor Benke, with Council consent, received minutes of Cable Advisory Commission - <br />July 25, 1996; and Economic Development Commission - August 13, 1996. <br /> <br />Special Order of Business <br /> <br />City Manager Matthew Fulton presented a request to hold a jazz festival at Long Lake <br />Park in July 1997. <br /> <br />Applicant, Jim McPherson, previously met with staff to discuss the possibility of holding <br />a jazz festival. He determined the costs associated with the festival to be $60,000 which <br />several charter sponsorships would cover, plus $10,000 of in-kind support. Several local <br />businesses have expressed interest in the sponsorship program. <br /> <br />Benke asked if McPherson spoke to Ramsey County regarding rental of the park <br />facilities. McPherson spoke to the County, and will begin the reservation process in the <br />near future. Williams asked what the projected attendance will be. McPherson feels that <br />3,000-5,000 per day may be a conservative estimate, and advertising and promotion <br />could draw additional numbers. The park's attractiveness and excellent weather <br />conditions add to the event's potential. Benke asked if there are plans to link the event to <br />the Aquatennial.
