McPherson was the <br />publicity director for the Aquatennial for two years, performed public relations for the <br />St. Paul Winter Carnival, worked in the hotel/motel industry, and organized many <br />charity events. McPherson and Jaca Gereau will produce the event, obtain sponsorship, <br />and retain musical acts. Samuelson asked if they are bonded or insured. McPherson <br />said appropriate insurance and bonding will be obtained. <br /> <br />McPherson verified they are not asking for City sponsorship, but will need traffic <br />control assistance. The concerts would be July 26 and 27, from Noon to 10:00 p.m. at <br />the park pavilion. To draw larger audiences, while staying with real jazz, they suggest <br />starting each day with earlier forms of jazz, then progressing over the decades. Beside <br />being educational for children, this will appeal to older audiences. They expect more <br />families in the afternoon, and couples, teens, and adults in the evening. <br /> <br />Councilmember of the Month Ann Hoffman noted the need to provide safety and <br />security to New Brighton residents. McPherson will ensure communication and <br />cooperation with the police department. Williams asked if they have arranged ground <br />maintenance. McPherson said a portion of in-kind services could be used for <br />maintenance, but some assistance may be needed from the City. Fulton said logistics <br />need to be addressed, but there appears to be adequate time to discuss these issues. <br /> <br />Williams is pleased to hear of the suggested music format, but asked if the metro area <br />can support another jazz festival. McPherson feels the area can support these festivals, <br />and they will be promoting authentic jazz which interests a select listener group. <br />Williams said to arrange the stage below the hill and providing seating on the hill will <br />allow for less sound traveling into area homes. Benke suggested that the Park <br />Department be invited to the logistics discussions. <br /> <br />Gereau has been a jazz musician for 50 years, and associated with many jazz festivals. <br />He likes the idea of a New Brighton Jazz Festival, and feels the park provides for a <br />smaller festival with greater sound atmosphere. There appears to be much interest for <br />the event and a radio sponsorship is being sought. <br /> <br />Motion by Larson, seconded by Williams, to REFER THE ISSUE OF HOLDING A <br />JAZZ FESTIVAL IN LONG LAKE PARK TO STAFF FOR FURTHER <br />RESEARCH AND COMMENTS; WITH SUCH COMMENTS TO BE <br />PRESENTED TO COUNCIL WITHIN THE NEXT THIRTY DAYS. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />City Engineer Les Proper said a watermain break occurred on September 5 on Beach <br />Rd. at the south end of Long Lake. Water rushed out and in a short time created a large <br />washout in the boulevard. Closing off the 12-inch watermain required water service <br />shut off in several homes. Corrosion caused the two-inch hole in the pipe, and they <br />covered the hole with a clamp. Water service was on by 6:00 p.m. The section showed <br />extensive corrosive damage believed to be caused by blue clay, a very corrosive soil. <br />Based on soil conditions, a 12-inch valve will be installed so the suspected damaged <br />section can be isolated. Investigative work will determine the extent of corrosive soil <br />and the practicability of cathodically protective to extend the life of the watermain. A <br />corrosion engineer will need to perform soil borings.
