Cadwallader noted <br />objection to being denied the public hearing which would have determined the project's <br />feasibility. Williams said the Cadwallader project should be researched to determine <br />merit. <br /> <br />Mattila presented a special use permit to construct a water treatment facility on the <br />MacGillis and Gibbs site to clean up contaminated groundwater under the site. <br /> <br />The water treatment facility would clean contaminated water pumped to the facility from <br />a forced main connected to an underground well on the site. The water would be <br />cleaned and pumped through a forced main to the City's sewer system located along 1st <br />St. NW. This is a necessary step in EPA, MPCA, and City efforts to clean the site. <br />The facility is temporary (5 to 10 years), however, the building will be stucco with <br />concrete curbing in the parking areas. EPA asked the City to put together a landscape <br />plan. The facility complies with 1-2 District and Special Use standards. Planning <br />Commission recommends approval. <br /> <br />Motion by Gunderman, seconded by Larson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION APPROVING SP-195. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Mattila presented a site plan review to construct two industrial buildings. <br /> <br />The proposal, east of Pletscher's green house and west of Hwy 88, complies with the 1-2 <br />district requirements and parking standards. The two buildings would complete the final <br />phase of the Lakeview Business Campus development, and would trigger the extension <br />of Campus Dr. from 5th St. SW on the north to Hwy 8 on the south. The dock area <br />serving Building B will be screened from Hwy 88 with Black Hills Spruce trees. Simple <br />plat approval is needed to combine the various parcels, and the Brost site should be <br />included. The ROW for the proposed Campus Dr. would be dedicated as part of this <br />process. <br /> <br />Samuelson asked if Black Hills Spruce grow rapidly. Mattila said they grow about one <br />foot per year, but the applicant will be required to plant larger trees to provide <br />screening. <br /> <br />Motion by Gunderman, seconded by Williams, to APPROVE LP-314 SUBJECT TO <br />THE FOLLOWING CONDITIONS: <br />1. APPROVAL OF GRADING AND DRAINAGE PLAN BY THE CITY <br />ENGINEER AND PERMIT ISSUED BY THE RCWD. <br />2. PROVISION OF BLACK HILLS SPRUCE TREES TO ADEQUATELY <br />SCREEN DOCK AREA FOR PROPOSED BUILDING B FROM HWY 88. <br />3. PROVISION OF A BOND OR LETTER OF CREDIT IN THE AMOUNT <br />EQUAL TO 100% OF THE COST TO INSTALL LANDSCAPING, <br />CURBING, AND PAVING. <br />4.
