<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes of August 13, 1996 <br /> <br />Council Busine~~ continued <br /> <br />Benke said the Brighton Corporate Park 3 should be considered high priority. Factors to <br />review are: transportation improvements, livable community act, metro area growth <br />patterns, I-35W corridor planning efforts, mixed use/urban village development, and grant <br />opportunities. Phase I work will be completed March 1997. <br /> <br />Benke asked if the Planning Commission will participate in the study. Locke said the <br />document will go before the Pla.nning Commission, and they will be involved throughout <br />the process. Williams would argue for equal representation and responsibility between the <br />EDC and Planning Commission, and interacting would be beneficial for the two groups. <br />Benke suggested that the Chairs of the EDC and Planning Commission meet with staff and <br />Council to determine how best to manage this process. <br /> <br />Motion by Williams, seconded by Larson, to AUTHORIZE STAFF TO SOLICIT <br />PROPOSALS FOR THE HIGHWAY 8 PLANNING PROCESS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Gunderman requested the Revised Affirmative Action Plan be deferred to August 27 to <br />allow discussion with staff regarding the revisions. <br /> <br />Assistant to the City Manager Barbara Jeanetta said the initial plan was adopted in 1980. In <br />1990, the State removed requirements that cities file plans, however, New Brighton <br />continues to adhere to its recruitment and selection plans. The City does not discriminate <br />against any employee or applicant for employment because of race, color, creed, religion, <br />national origin, sex, sexual orientation, disability, age, marital status or status with regard <br />to public assistance. The modifications involve removal of redundant language and more <br />accurate recruitment/selection statistics. The Police Department currently meets its goals, <br />and has been working with MPRS member cities to increase the number of minority police <br />officers. Areas to target involve recruitment of female candidates for <br />officials/administrators, technicians, and service/maintenance positions; and recruitment of <br />minority candidates in officials/administrators, professionals, and service/maintenance. <br /> <br />An example of recent recruitment efforts was the maintenance worker position. It was <br />advertised in the Star and Tribune, Pioneer Press, and minority/female publications. The <br />interview pool included: 5 Caucasian males and Iminority male. The job was offered to a <br />Caucasian male. Benke suggested that the Public Safety Commission review the plan. <br /> <br />Motion by Williams, seconded by Gunderman, to DEFER ACTION ON THE <br />AFFIRMA TION ACTION PLAN, AND REFER THE PLAN TO THE HUMAN <br />RIGHTS COMMITTEE OF THE PUBLIC SAFETY COMMISSION FOR THEIR <br />COMMENT AND REVIEW. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />CounciImember of the Month Marritta Gould asked why the maintenance workers' statistics <br />total more than 100%.
