<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes of August 13, 1996 <br /> <br />Council Business. continued <br /> <br />The merger objectives are: coordinated delivery and service management; cost savings; <br />continued service levels; use of a larger county tax base; managed federal and state funding <br />changes; and relief to St. Paul taxpayers. It is commendable to consider opportunities for <br />cost effectiveness, but does this only shift costs to other taxpayers. Distributing costs <br />county wide makes sense, but it is should be in the City's best interest. The tax impact to a <br />$115,000 suburban residence would be an additional $9.88. <br /> <br />Benke asked when St. Paul will relinquish responsibility. Fulton said there has been no <br />determination when St. Paul will cease responsibility. Benke believes a deadline should be <br />addressed. Benke questioned if the metro area needs seven separate public health <br />departments. Fulton said that stating the City's opinion is important, and questioned if it is <br />an equitable shift being the percentage of New Brighton residents using these services may <br />be less than the number of St. Paul residents. Benke is not opposed to supporting these <br />services, but questioned if is a fair share. Fulton will review the City response with Benke. <br /> <br />Motion by Williams, seconded by Gunderman, to DIRECT THE CITY MANAGER TO <br />SUBMIT A LETTER TO RAMSEY COUNTY BOARD OF COMMISSIONERS <br />APPLAUDING THEM FOR THEIR EFFORTS TO ATTEMPT TO MERGE <br />DEPARTMENTS, BUT EXPRESSING CONCERN OVER THE FISCAL IMPACT <br />ON NEW BRIGHTON RESIDENTS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Announcements and Updates <br /> <br />The City received an award from the DNR recognizing the City's oak wilt program. <br /> <br />Gunderman requested updates at the next meeting regarding the status of the temporary <br />soccer field, and regional ice hockey complex. <br /> <br />Northwest Youth and Family Services fundraiser will be September 12. <br /> <br />The softball game between the volunteer firefighters and City staff will be August 21. The <br />Stockyard Days parade will be August 22.
