The Economic Development <br />Commission (EDC) and staff recommends retaining a consultant to study the corridor. <br />Formal proposals would be received and reviewed by the EDC with a recommendation <br />to Council in August. <br /> <br />Benke asked if an initial scoping study will be performed. Community Development <br />Director Kevin Locke said staff and the EDC will determine criteria in the assessment <br />which will be brought forth to Council. Benke suggested an initial scoping study be <br />performed before a commitment to a consultant's entire analysis package. <br /> <br />Motion by Larson, seconded by Samuelson, to AUTHORIZE STAFF TO PREPARE <br />FOR CONSIDERATION A REQUEST FOR PROPOSAL FOR A STUDY OF <br />THE OLD HWY 8 CORRIDOR. <br /> <br />3 Ayes - 0 Nayes, Motion Carried. <br /> <br />Mattila presented an ordinance to place a moratorium on development activity within a <br />portion of the Old Hwy 8 Corridor from Hwy 96 south to 1st St. NW. The 1987 study <br />has become outdated due to development and redevelopment activity, and the Comp <br />Plan and Zoning Ordinance have become ineffective in guiding development. Several <br />sites are prime for development/redevelopment and to evaluate proposals, Council may <br />wish to retain a consultant to analyze land use patterns, transportation issues, and <br />community facilities, and update the Comp Plan and Zoning Ordinance. <br /> <br />Areas meriting study included in the moratorium are: northwest, northeast, and <br />southeast quadrants of Hwy 96 and Hwy 8 intersection (Hwy 96 Gateway site); east of <br />Hwy 8, south of 14th St., west of I-35W, and north of 1-694 (NW Quadrant site); west <br />of 5th Ave. NW, east of the railroad tracks, south of H wy 8, and north of 1 st St. <br />(MacGillis & Gibbs site); properties abutting Hwy 8 on the west, from 6th St. NW to <br />the north, to Co. Rd. E to the south; and properties located east of Hwy 8 and west of <br />the railroad tracks, from Hwy 8 to the north, to 1st St. to the south (Hwy 8 Commercial <br />area). Areas are targeted due to incompatible zoning, nonconforming uses, vacant land, <br />inefficient layout, underutilized or contaminated land. It will not affect single and two <br />family home construction or remodeling on existing homes, but will affect subdivision or <br />development activity in multiple family residential, commercial, or industrial. <br /> <br />Samuelson asked the moratorium's time line. Fulton said the intent is to take necessary <br />planning activities and release sites upon determination of a long range plan. Mattila <br />said it is Council's discretion to release sites early. LeFevere said Council needs to <br />determine an appropriate time line and extensions up to one year are allowed, but the <br />initial period is 18 months. Benke said the EDC discussed inclusion of that area west of <br />Old Hwy 8 and Long Lake. Mattila said they have identified this area, but there may be <br />some zoning issues. Benke said that because there are businesses which may wish to <br />remain, he suggested research into an urban village concept. LeFevere said the <br />moratorium could be amended to include areas as needed. Adjustments can be made if <br />development proposals do not effect later changes in the Comp Plan or Zoning Code. <br /> <br />Benke suggested waiving the first reading, and contacting property owners with <br />immediate interest to provide modifications prior to the second reading.
