CONSIDERATION OF APPROVAL TO GRANT AN EXEMPTION <br />FROM LAWFUL GAMBLING LICENSE TO THE NEW BRIGHTON <br />EAGLES AUXILIARY #3718 FOR SEPTEMBER 14, 1996. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Public Hearin~ - Plans and Specs for Improvement Project 96-04 - 7:39-8:20 p.m. <br /> <br />City Engineer Les Proper presented the tinal plans and specifications for reconstruction <br />of 8th Ave. between Old Hwy 8 and 10th St. NW. This section is one of six Ramsey <br />County roads turned back to the City. The reconstruction is proposed due to the poor <br />road surface and its proximity to other streets reconstructed this year. The road width <br />will be tapered to 38 ft. with 5 ft. wide sidewalk on the east, and 6 ft. wide grass <br />boulevard between curb and sidewalk. It does not appear any trees will be damaged. <br />Because there is little on street parking, the parking lanes could double as bicycle lanes. <br /> <br />The $340,000 project involves: $60,OOO-turnback payment; $242,100-Municipal State <br />Aid (MSA); and $37,9oo-special assessments. Staff recommends assessments be <br />computed on front toot basis similar to the 5th Ave. project. The street assessment for <br />lots without existing curbing would be $15/ft.; lots with existing curbing will be $12/ft. <br /> <br />In 1972, the road was posted no truck traffic over 10,000 gross weight because of truck <br />noise and concern for schoolchildren. The current recontiguration discourages large <br />truck traffic, and the school's closing reduces children crossing the street. Because of <br />this, staff recommends the restriction be removed. Residents expressed concern of <br />accidents at 8th Ave. and 8th St. Proper found 7 out of 12 accidents during 1/1/94- <br />5/15/96 were a result of east/west vehicles on 8th St. failing to yield to north/south <br />traffic on 8th Ave. Staff feels the intersection is properly signed and no additional <br />traffic control is recommended, improved sight distances is the best solution. The bid <br />award will be August 27, and construction will begin after that. <br /> <br />Benke noted the turnback payment and asked how it was determined. Proper said the <br />County's reconstruction standards are lower than New Brighton's, and speculated that if <br />the County performed the reconstruction the road would not be curbed and drainage, <br />sidewalks, or amenities would not be addressed. Benke asked the status of the MSA <br />account. Proper said the MSA account has been used extensively for large projects like; <br />Silver Lake Rd., 5th Ave., and 7th St. The City receives $350,000-400,000 annually so <br />the fund will eventually become cashflow. Benke said many area trucking companies <br />have left and asked the nature of the current traffic. Proper said most of the complaints <br />relate to trucks delivering to local businesses. Gunderman asked if a stoplight could be <br />in.'italled at 10th St. and 8th Ave. Proper supports this request, and suggested a traftic <br />study be performed after reconstruction. <br /> <br />Samuelson is uncomfortable with truck traffic in residential areas, and asked if <br />companies complain of the restrictions.
