<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />July 9, 1996 <br /> <br />Page 3 <br /> <br />Public Hearin~. continued <br /> <br />Robert Philbrook, 806 - 8th Ave., asked if the curbing on the westside of 8th St. will be <br />removed. Proper said the basis for the assessment is $15/ft. by front foot, and curbing <br />on 8th St. will be transition into the new curbing on the 8th Ave. <br /> <br />William George, 830 - 8th Ave., asked if there will be parking restrictions during <br />construction. Proper said residents cannot access their driveways the week when the <br />curb is curing so on-street parking is permitted and the Police will be informed. <br /> <br />Chuck Hurry, 992 - 8th Ave., asked if fire hydrants will be removed and if the north <br />end island on 8th Ave. will remain. Proper said the hydrants and island will remain and <br />there could be future signalization. Hurry supports signalization and asked if the turning <br />radius on his lot's northeast corner be increased so trucks do not drag their rear axel <br />across the corner of his lot. Proper will research this. <br /> <br />Rosemary Brock, 630 - 8th Ave., doesn't oppose truck traffic and asked the assessment <br />rate. Proper said her rate would be $15/ft., and her concrete apron will not be affected. <br /> <br />There were no other comments from the audience. <br /> <br />Motion by Gunderman, seconded by Williams, to CLOSE THE PUBLIC HEARING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Hearing was closed at 8:20 p.m. <br /> <br />Benke said the main issue appears to be truck traffic, but it is difficult to begin a study <br />because of road detours. He feels most truck traftic is from trucks delivering to local <br />businesses, and suggested staff review of the traftic nature after reconstruction. <br /> <br />Motion by Gunderman, seconded by Larson, to: WAIVE THE READING AND <br />ADOPT THE RESOLUTION ORDERING PROJECT AND AUTHORIZING <br />PREPARATION OF PLANS AND SPECIFICATIONS FOR PROJECT 96-04, <br />RECONSTRUCTION OF 8TH AVE. NW BETWEEN OLD HWY 8 AND 10TH <br />ST. NW; WAIVE THE READING AND ADOPT THE RESOLUTION <br />APPROVING JURISDICTIONAL CHANGE OF 8TH AVE. NW BETWEEN OLD <br />HWY 8 AND 10TH ST. NW; WAIVE THE READING AND ADOPT THE <br />RESOLUTION PLACING 8TH AVE. NW BETWEEN OLD HWY 8 AND 10TH <br />ST. NW ON THE MSA SYSTEM; AND WAIVE THE READING AND ADOPT <br />THE RESOLUTION REVOKING NO TRUCK TRAFFIC IN EXCESS OF 10,000 <br />POUNDS GROSS VEHICLE WEIGHT ON 8TH AVE. BETWEEN OLD HWY 8 <br />AND 10TH ST. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Business <br />Proper presented the Ramsey County agreement, plans and specs, and bid advertisement <br />to relocate the Pike Lake Channel Storm Sewer. During heavy rains, the intersection of <br />Long Lake Rd. and Kari Ln. tloods and is impassable. On several occasions, water has <br />risen above the curb and flowed into backyards and basements on the west side of Kari <br />Ln.
