The normal channel elevation is 18 <br />inches above the bottom of the storm sewer which keeps it half full. The elevation of <br />Pike Lake and the channel are maintained by a weir gate in the box culvert under Long <br />Lake Rd. In 1968, the water elevation of Pike Lake and the channel was much lower. <br /> <br />There are two options to restoring the system's capacity and eliminate flooding: moving <br />the weir gate upstream of the storm sewer outlet or extending the storm sewer outlet to <br />the downstream side of the weir. The normal water elevation on the downstream of the <br />weir is the normal water elevation of Long Lake (18 inches lower than Pike Lake). This <br />enables the system to drain empty and have greater capacity. Residents having lots <br />along the channel strongly oppose moving the weir upstream as lowering the channel <br />elevation will affect aesthetics and boat access to Pike Lake. Therefore, the option of <br />extending the storm sewer outlet to the downstream side of the weir was pursued. The <br />plan is to extend the storm sewer outlet along the north side of the channel to the Long <br />Lake Rd. box culvert where a special concrete section, incorporating a new weir, is <br />installed. The construction would take place in the channel easement and on two lots at <br />1300 Long Lk. Rd. and 1315 Kari Ln. The lot owners are in agreement. <br /> <br />The County and City will split the costs. The $122,715 project includes engineering, <br />right-of-way and tree replacement. The City share would be paid from the Storm Water <br />Utility Fund. The County will prepare the plans and handle inspections. The City will <br />be the contracting agent because the County's time requirements are longer and could <br />put back the project to 1997. Staff proposes awarding of the bid on August 13. <br />Samuelson asked where will the remainder of the City cost share come from. Proper <br />said staff will present the bids to Council and determine the funding strategy. <br /> <br />Larson asked if Rosewood Ct. and the retention pond removal created the problem. <br />Proper said the area was previously lower than the road and drainage tlowed into the <br />low point. Rosewood Ct. required raising the grade which pushed drainage back into <br />the road. <br /> <br />Motion by Williams, seconded by Gunderman, to APPROVE THE COOPERATIVE <br />AGREEMENT NO. 96012 WITH RAMSEY COUNTY FOR RELOCATION OF <br />THE PIKE LAKE CHANNEL STORM SEWER, AND APPROVE PLANS AND <br />SPECIFICATIONS AND AUTHORIZE THE ADVERTISEMENT FOR BIDS <br />FOR THE RELOCATION OF THE PIKE LAKE CHANNEL STORM SEWER. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Park and Recreation Director Maurie Anderson presented the Lawcon Grant for Family <br />Service Center (FSC) N ature Walkway. Initially, the request was rejected, but <br />additional funds became available and the grant was approved. At the time of the initial <br />request, the Polari site parking lot and bridge were not in place and a portion of its cost <br />would have been allocated to the City's 50% match. Bridge and parking lot costs can no <br />longer be used because the grant prohibits matching expenditures prior to the award. <br />Staff recommends a reduced request of $54,000 which requires a $27,000 City match. <br />The reduction is similar to the original except the floating walkway is reduced 50 % and <br />one observation station would be built. The City match consists of $11 ,000 in cash and <br />$16,000 in-kind Ivolunteer services.
