Benke feels staff and the Housing Committee <br />should develop a comprehensive plan to initiate this program. <br /> <br />Motion by Gunderman, seconded by Williams, to ADOPT AND SUBMIT THE <br />HOUSING PLAN AS PROPOSED BY STAFF AND REFER THE ISSUE TO THE <br />HOUSING COMMITTEE TO CONSIDER APPROPRIATE METHODS FOR <br />DEALING WITH THE IMPLEMENT A TION OF THE PLAN INCLUDING <br />CONVERSION OF RENTAL STOCK TO OWNER OCCUPIED STOCK. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Larson asked if the plan involves rentals in R-l, R-2, and R-3. Mattila said the plan <br />states: encourage any proposals to convert an existing apartment building into owner- <br />occupied affordable condominium units is a number one priority. <br /> <br />Eichers asked if mobile homes are recognized as owner-occupied. Mattila said there are <br />365 mobile homes and park owners have begun to convert singlewide units into <br />doublewide. There is no plan to increase mobile home parks, and the homes are owner <br />occupied but lots are leased. Eichers asked the percentage of housing under $72,000. In <br />1990, we valued 679 units of the housing stock under $72,000, this equates to 12.2 %. <br />Bichers asked what could be built for less than $115,000. Mattila said a Rottlund <br />Townhome, existing housing, and condominium units are valued under $115,000. The <br />key is preserving existing housing and find opportunities for tirst time homeowners. <br /> <br />Announcements and Updates <br /> <br />Fulton and Locke will meet with the EP A on May 30 to discuss the MacGillis and Gibbs <br />Superfund site and the enforcement of environmental regulations. <br /> <br />Fulton will appear on Channel 16 in a live call in show regarding ROW Cable issues. <br /> <br />Gunderman attended the Excellence A ward ceremony at St. Anthony Middle School <br /> <br />Larson noted an infrared camera used in tire rescues, and suggested that possibly <br />charitable gambling organizations could provide funds to purchase the camera. <br /> <br />The 35W Corridor committee will meet on May 29. <br /> <br />Adiournment <br /> <br />Motion by Larson, seconded by Benke, to ADJOURN THE MEETING. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Meeting was adjourned at 9:22 p.m. <br /> <br />~ <br /> <br /> <br />ATTEST: <br /> <br />Council Business <br /> <br />Livable Comm.
