<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />May 28, 1996 <br /> <br />Page 7 <br /> <br />Council Business. continued <br /> <br />Fulton recommended that the June Councilmember of the Month will be Dennis Guldan. <br />Guldan is a member of the Economic Development Commission (EDC). <br /> <br />Eichers felt honored to be Councilmember of the Month, and was astonished in the <br />amount of research performed by staff and Council. Fulton appreciated Eichers <br />feedback and requests for additional information on agenda items. Gunderman <br />suggested that some type of recognition should be given to persons participating in the <br />Councilmember of the month program. <br /> <br />Motion by Larson, seconded by Benke, to APPOINT DENNIS GULDAN AS <br />COUNCILMEMBER OF THE MONTH FOR JUNE 1996. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Benke noted that the next Council meeting will be Monday, June 10. <br /> <br />Fulton presented the purchase agreement for 530 - 5th Ave. NW (530 Building). This <br />purchase is consistent with the City's development plans for the Old Hwy 8 Corridor. <br />The EDC is supportive of its acquisition. Our environmental engineering company and <br />environment attorney have reviewed the agreement to ensure environmental issues have <br />been addressed, given its proximity to the adjacent superfund site. <br /> <br />During a foreclosure all leases expire, but this agreement allows tenants to continue until <br />termination in May 1997. This provides opportunity to review redevelopment plans and <br />protects from relocation obligations. Costs associated with financing will be included <br />within a tax increment tInancing bond which will incorporate other related expenses. <br /> <br />Motion by Williams, seconded by Larson, to AUTHORIZE THE MA YOR AND <br />CITY MANAGER TO ENTER INTO A PURCHASE AGREEMENT FOR 530- <br />5TH AVE. NW IN THE AMOUNT OF $670,000; AND AUTHORIZE THE <br />CITY'S INTENT TO REIMBURSE ITSELF FOR MONIES EXPENDED NOW <br />THAT WOULD BE INCLUDED IN LATER MUNICIPAL FINANCING. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Benke said the Livable Community Housing Action Plan relates to the addition of 374 <br />affordable housing units by the year 2010. He noted the scarcity of land tor new <br />construction and asked the location of these 374 units. Mattila said the new Rottlund <br />Townhomes on 5th Ave. will contribute to that goal. The City has received requests to <br />squeeze townhome units into land locked open areas, and removal of single family <br />homes on very large lots replaced with affordable townhomes. Benke asked if an <br />inventory is needed to identify present situations versus reviewing requests one at a time. <br />Benke requested a report on the upgrading of Polynesian Village, and is pleased that <br />building permit activity increases in developed areas when streets are upgraded. <br /> <br />Fulton explained the goals: reduction of renter occupied housing, conversion of rental <br />into owner occupied housing, and conversion of apartment buildings into townhomes. <br />These goals will help meet the appropriate mix of owner/renter occupied housing stock. <br /> <br />Larson feels that persons who purchase properties next to vacant areas should be aware <br />that possible development may occur in that vacant area. <br /> <br />Council Business <br /> <br />Councilmember of the <br />Month <br />Report 96-120 <br /> <br />Purchase of 530 - 5th <br />Avenue NW <br />Report 96-121 <br /> <br />Livable Comm.
