I

I

I

Council Meeting Minutes
May 14, 1996

Page 3

Council Business

Benke presented the resolution for support of cooperative participation in the North
Metro I-35W Corridor Coalition.

The Community Development Directors from New Brighton, Mounds View, Arden
Hills, Shoreview, and Roseville have met since January to share information and discuss
common issues associated with I-35W. In addition, the North Metro Mayors
Association is in the process of creating a coalition of northern suburbs which bound 1-
35W. Benke feels these two committees should work closely to ensure development
plans are coordinated. Also, the committees should work with MnDOT and the Met
Council so that any improvements are consistent with our development desires. This is
an activity which is consistent with our collaboration ventures.

Community Development Kevin Locke said the directors feel the five Councils should
adopt a resolution of support. Efforts have begun with the Met Council and Ramsey
County for the creation of a common GIS database and funding is being sought.

Motion by Williams, seconded by Samuelson, to WAIVE THE READING AND
ADOPT THE RESOLUTION SUPPORTING COOPERATIVE PARTICIPATION
IN THE NORTH METRO I-35W CORRIDOR COALITION.

5 Ayes - 0 Nayes, Motion Carried.

Williams requested periodic updates on the coalition's activities. Benke and staff will
ensure that information will be forthcoming.

The new Champps owner verified the approval of Reports 96-094 and 96-095, Champps
on-sale liquor licenses. He asked if the party permit for the Jaycees has been approved.
City Manager Matt Fulton said the permit will be presented to the Council on May 28.

Park and Recreation Director Maurie Anderson presented the request for furnishings for
the Family Service Center (FSC) Congregate Dining Program.

School District 621 intents to begin the congregate dining service on June 17. Staff
attempted to keep the furnishings required for this service as low as possible and still
provide a high quality and efficient dining program. There are still a few unresolved
issues, therefore, staff recommends a 10% a contingency in the budget. Many items
being purchased will help to secure additional rentals for the Community Room.

Samuelson asked if they would serve meals in the gym. Anderson said that on occasion
when a paying party rents the community room, dining will be moved to the gym and
portable tables and chairs will be setup. On the average, this could happen once or
twice a week. Samuelson asked if the cleanup of the gym would be an issue, and could
other parties use the gym. Anderson feels the cleanup is not an issue, and anyone could
use the gym for such a usage. Benke asked if they could seat seniors in the upper level
area. Anderson feels the community room and the gym adequately serves the program.

Eichers asked if the school district decided to discontinue the program, would the
community then be committed to providing this service. Anderson said the program
would not continue without school district participation. Fulton said the City views this
program as an initial five-year commitment.

Council Business

North Metro 35W
Corridor Coal ition
Report 96-101
Resolution 96-029

Champps Liquor
Licenses
Report 96-094
Report 96-095

Congregate Dining
Furnishings
Report 96-102
