A <br />meeting was held March 20, and there is support for the project from the residents. <br /> <br />The reconstruction consists of concrete curb repair, and installation of concrete curb and <br />gutter where there is no curbing or bituminous curb exists. All streets will be <br />constructed to a 7 -ton thickness except for 17th Ave. which will be 9 ton. All streets <br />will be 32 ft. wide with the exception of: 10th St. between Oakwood and Silver Lake <br />Rd.; 10th St. between 11th Ave. and Polynesian Village; and 6th St. between 19th and <br />20th Ave. Tenth St. between Oakwood and Silver Lake Rd. will remain at 25 ft., but if <br />parking problems occur, then one side of the street may be posted no parking. <br /> <br />A new storm sewer is needed on 23rd Ave. due to runoff from the Highview athletic <br />fields. During heavy rains, the drain system tloods 23rd Ave. and sends water to 22nd <br />Ave. Also, runoff from the school property on the north has inundated the backyards at <br />the southwest corner of 23rd Ave. and 10th St., and intercepting this runoff would <br />eliminate the problem. The residents do not feel the need for a storm sewer once the <br />school water is diverted. The new storm sewer would be installed to the west on school <br />and private property and connect to the athletic tield catch basin then run north to the <br />10th St. storm sewer. Catch basins will be installed to eliminate backyard flooding. This <br />will be special assessed for that portion of property contributing to the new storm sewer. <br /> <br />Gunderman asked where does the runoff from Polynesian Village tlow. Proper said an <br />existing 21-inch pipe adequately handles this runoff. The existing storm sewer near <br />22nd Ave. south of 10th St. is undersized and in poor condition. Staff proposes to <br />increase the pipe size, relocate two catch basins, and install two additional catch basins. <br />This work will be paid from the Storm Water Utility Fund. The City is currently <br />negotiating with the school district regarding construction of Well #15 which is part of <br />the contamination cleanup and the U. S. Army is responsible for its cost'!. <br /> <br />The project cost is $1,010,328, and of that, $656,878 is City responsibility. The <br />remaining will be special assessed against properties. The assessment rate for lots with <br />existing concrete curb and gutter would be $760; lot'! with existing bituminous curbing - <br />$1 ,800; and lots with no existing curbing - $1,930. The project involves 196 lots; 67 <br />with existing concrete curbing, 123 with existing bituminous curbing, and 6 without <br />curbing. Storm sewer costs will be paid by the Storm Water Utility Fund, with the <br />exception of the 23rd Ave. storm sewer to be special assessed to the school district in the <br />amount of $35,294. Utility repairs will be paid from the Sanitary Sewer Utility Fund. <br /> <br />Proper said the higher assessment rates are associated to a portion of 10th St. which <br />does not contain assessable lots, and some type of adjustment appears justitied. The <br />assessment hearing will be held September 1997. Property owners have 30 days to pay <br />their assessment without interest charges, after that time it is certitied to Ramsey <br />County. There is a deferment policy for Senior Citizens. The County will widen the <br />approach from 10th St. to Silver Lake Rd. Larson agrees that assessment adjustments <br />should be made in the 10th St. area. Proper suggested this portion be added to the <br />City's responsibility. Benke feels it seems appropriate that this section be considered <br />City responsibility. <br /> <br />There was some discussion regarding increasing the street widths to 32 ft. in those areas <br />with existing bituminous curbing. Gunderman asked if the road widths in these <br />identified areas could be retained at their existing 31 ft.
