He <br />supports concrete curbing because of its durability, and feels residents would be unhappy <br />with the results if bituminous was retained. Even asphalt companies which produce <br />bituminous do not recommend this product for curbing. Samuelson asked the average <br />life of both concrete and bituminous curbing. Proper said the project contains concrete <br />and bituminous curbing over 30 years old, and the bituminous has broken and cracked in <br />many places, but the concrete is in good shape and will need only minor repairs. <br /> <br />Gunderman asked if previous drainage issues associated with Christ the King Church <br />have been addressed. Proper said all reasonable precautions have been taken to insure <br />there is enough capacity to handle runoff. Lenny Kroll, affected property owner, said <br />issues have been addressed, but continued communication with staff is important. <br /> <br />Benke asked if the catch basin between 968 and 926 - 23rd could be moved to the <br />southern property line near the ballfields to intercept runoff immediately versus traveling <br />over ground and into the basin. Proper will investigate. <br /> <br />Benke noted that the location of Well #15 may interfere with the existing school <br />playground. Staff will work with the school to resolve any relocation issues. <br /> <br />Walt Witzke, 771 Emerald Dr., presented a petition opposing the widening of Emerald <br />Dr., Emerald Ct., Patton Rd., and Oakwood. It states that 32 trees would be destroyed <br />if the streets were widened to 32 ft., and the wider street~ could increase trafi1c speeds. <br /> <br />Ron W orness, Emerald Dr., supports the petition and feels additional on-street parking <br />is not needed. <br /> <br />Larry Vandenplas, 850 Emerald Ct., opposes the widening of Emerald Ct. <br /> <br />One resident said the assessment estimate is 30% higher than originally discussed, but <br />acknowledged that the 10th St. adjustment may reduce that amount. Proper said the <br />assessments should be reduced and recalculations will be available in May. Properties <br />with existing concrete curb and storm sewer will be assessed 25 % and the City would <br />pay the remaining 75 % . Properties with existing bituminous curbing will be assessed <br />50 % with the remaining being City responsibility. Properties with no existing curb or <br />storm sewer will be assessed 100 % . <br /> <br />A resident asked the reason for a 25 % cost difference between concrete and bituminous <br />curbing. Proper said it equates to the fact that many areas with existing concrete <br />curbing are intact and only minor repairs are needed, however, 100 % of bituminous <br />curbing needs to be removed. Only 15 % of concrete curbing will be replaced. <br /> <br />A resident asked why properties which reside next to each other are assessed differently. <br />Proper said all 196 lots contribute to the street cost, but properties are assessed <br />differently in regards to the type of curbing and sewer work required. <br /> <br />Witzke estimated the 10th St. section equates to 15 assessable lots. He requested grass <br />installed by September 15, and asked why bituminous curbing on Patton Rd., Emerald <br />Dr. and Oakwood are being removed.
