Proper said it is standard practice to remove bituminous curbing <br />during road recon.<;truction, and bids could be higher if reinstalling and repair of <br />bituminous curbing was needed. Justen supports the use of concrete curbing. <br /> <br />Kim Wojack, 2315 - 10th St., asked if school buses can enter during construction, and <br />asked if temporary parking will be available at Highview. Proper said the project will <br />finish in November, but the driving surface will be installed frrst so residents can access <br />their homes. Benke asked temporary parking arrangements be made at Highview. <br />Larson asked that police patrol the temporary parking area. <br /> <br />Samuelson asked if the 31 ft. street width requested by residents is feasible. Proper said <br />staff will need to analyze the surveys to determine its feasibility. <br /> <br />Benke noted a letter from a resident on 17th Ave. who feels the 17th Ave. assessment <br />should be cost shared because it is a collector street. Benke confrrmed that 17th Ave., is <br />not classified as a collector street and will be treated the same as any other residential <br />street. The resident also requested speed bumps. Staff will investigate. <br /> <br />There were no other comments from the audience. <br /> <br />Motion by Gunderman, seconded by Williams, to CLOSE THE PUBLIC HEARING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Hearing was closed at 9:00 p.m. <br /> <br />Benke said fmal plans will be presented May 14, and requested minimal intrusion to <br />trees on Emerald Dr., Emerald Ct., Patton Rd. and Oakwood. Gunderman does not see <br />advantage to widening street<; by 1 ft. if trees are removed and mailboxes disrupted. <br />Samuelson and Larson agree. Recalculations will be made if 31 ft. widths were retained. <br /> <br />Motion by Gunderman, seconded by Larson, to WAIVE THE READING AND <br />ADOPT RESOLUTION AUTHORIZING PREPARATION OF PROJECT 96-1 <br />PLANS AND SPECIFICATIONS WITH MODIFICATIONS TO RETAIN 31 FT. <br />WIDTH STREETS WHEREVER JUSTIFIED. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Puhlic Hearinv - 9:02-9:05 p.m. - Tax Increment Financing (TIF) District 25# <br /> <br />Community Development Director Kevin Locke presented creation of TIP #25 which <br />will replace TIF #21 and #22. Creation of TIF #25 is recommended by consultant, Jim <br />Casserly, due to changes in state laws affecting TIF districts.
