Benke
said the three lowest bids were very close which suggests the low bid is a good bid.

Puhlic Hearin2" - PL-255 - City of New Brighton - 7:42-7:46 p.m.

City Planner Erny Mattila presented a proposal to subdivide an existing industrial lot.

The site is the former Robinson Coach property and is located on Old Hwy 8 near the
Mounds View border. The subdivision complies with the standards of the 1-1 district.
This is a redevelopment site which the City has entered into a development agreement
with a local business. The site's northern portion contains a billboard which has been
there since 1981, and the City has a lease agreement with the Naegele Company for the
billboard. Prior to selling the site, staff recommends the subdivision as a way to ensure
the City will continue control of the billboard. This small parcel of City land could
accommodate a future City entrance monument.

Benke asked how much revenue is generated from the billboard lease agreement. Mattila
said the City receives $1,000 per year, and the lease is renewed annually. Benke asked if
the lease is considered market rate. Mattila said the lease is substantially lower than
market rate. Benke suggested consideration be given to increasing that rate during
future negotiation.'l

Williams asked how much of the site would the City retain. Mattila said the City would
retain 25 ft. of the northern tip. The business does not feel hindered by the lot split.

There were no comments from the audience.

Motion by Gunderman, seconded by Williams, to CLOSE THE PUBLIC HEARING.

5 Ayes - 0 Nayes, Motion Carried.

Hearing was closed at 7:46 p.m.

Mattila said the business has decided to move the location of the driveway further to the
south so that the billboard would not encroach upon it.

Consent Al;Yenda

Well # 14 Pumphouse
Report 96-077

Broadway Pizza
Report 96-078

5th Ave & 10th St.
Reconstruction
Report 96-079

Puhlic Hearin2"

Robin.'lon Coach Site
Lot SplitJPL-255
Report 96-080
Resolution 96-018
