<br />;; <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 9, 1996 <br /> <br />Page 3 <br /> <br />Puhlic Hearinv continued <br /> <br />Motion by Williams, seconded by Larson, to WAIVE THE READING AND ADOPT <br />THE RESOLUTION APPROVING PL-225. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />City Engineer Les Proper presented the feasibility study for street reconstruction, <br />Project 96-1. <br /> <br />The reconstruction involves two miles of residential streets located along 7th St. and 1- <br />694; and Silver Lake Road and the Polynesian Village Apartment'l. An informational <br />meeting was held with residents on March 20, and most are in favor of the project. <br />Staff recommends the improvement hearing be set for April 23 at 7:30 p.m. <br /> <br />Proper noted the other street projects which will occur this year: 8th Ave. <br />reconstruction project involving streets between Old Hwy 8 and 10th St; overlay <br />projects involving 8th St. NW from 7th St. to 11th, 14th St. to Old Hwy 8, and 14th St. <br />between 1 st Ave. and Old Hwy 8. Benke asked if the reconstruction of the downtown <br />streets will be completed before the Stockyard Days Parade. Proper said a majority of <br />the streets should be completed, and is working very closely with the Stockyard Days <br />Committee. <br /> <br />Motion by Samuelson, seconded by Williams, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION ACCEPTING THE FEASIBILITY STUDY AND <br />CALLING FOR A PUBLIC HEARING ON PROPOSED IMPROVEMENT <br />PROJECT 96-1, STREET RECONSTRUCTION. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Park and Recreation Director Maurie Anderson presented for consideration the <br />temporary soccer field at the Driving Range site. <br /> <br />The City was asked by the New Brighton Soccer Boosters for assistance in finding short <br />and long term solutions to the shortage of soccer fields. The Parks, Recreation, and <br />Environmental Commission reviewed the issue and recommend that $5,000 from the <br />Innsbruck Park and $2,000 from the 1996 Community Involvement fund be committed <br />to installing a temporary soccer tield at the Driving Range. The Boosters will only be <br />given an annual contract for use of the field. <br /> <br />Dan Poznanovic, Boosters, said the Boosters, Samuelson, and Gunderman discussed <br />several alternatives including: alternate sites within New Brighton or surrounding <br />communities; utilizing the Irondale Stadium field; reviewing Irondale's plans for turf <br />renewal; and a temporary field at the Driving Range. The group found very few <br />choices which could be assessable this summer. One field at Hansen Park can be used <br />for practice, but is too wet to play games. No sites were found in surrounding <br />communities. There were uncertainties with the turf renewal at Irondale; and the <br />Irondale Stadium needs to be refurbished and would not recover in time for summer <br />usage. One possibility is the Driving Range which would provide space for a full sized <br />soccer field. He showed a layout which includes a sodded field with adjacent parking <br />for up to 35 vehicles.
