I

I

I

Council Meeting Minutes
April 9, 1 996

Page 4

Council Bmdness. continued

Fulton asked for further claritication of the property line on the southern portion of the
proposal which appears to conflict with the dimensions of the proposed field. Anderson
acknowledged this is his tlrst look at the proposal, but assumes the property line belongs
to the neighboring Basic Industries. Anderson feels the driveway would be adequate.

Poznanovic said the Boosters have an agreement to obtain free sod from the National
Sports Center to cover the field. The Boosters would provide the labor to sod the field.

Gunderman thanked Ms. Anderson from the Mounds View School Board for attending
the meeting. He joined the Boosters in researching alternate sites, and suggested that
Hidden Oaks Park could provide tleld space in future years and that this option should
be explored.

Glenn Beggin, Booster, explained that change in the track areas at Edgewood and
Highview Schools created the loss of regulation sized soccer tlelds at these locations.
In addition, the Boosters lost tlelds at Johanna Middle School, Turtle Lake School,
Sunnyside School, and Irondale. Over the years many fields have been lost, but the
numbers of participants continue to grow.

Benke feels this issue should be addressed at the Apri123 worksession with Council and
the School Board. Gunderman asked if the Boosters could present their concern" to the
School Board. Ms. Anderson said the Boosters need to call to be placed on the agenda.

Fulton asked if fencing is needed along Old Hwy 8, and what costs are involved with the
power pole relocation. Anderson said the power pole which serves the Driving Range
needs to be relocated, but he is un"ure of the costs involved. Fulton questioned if there
would be adequate parking. Poznanovic said that typically two games would be back to
back, and many team members car pool. Fulton feels there could be parking conflicts
when games overlap, and questioned if parking problems could affect Driving Range
customers. Anderson said the evening hours during April-June are exceptionally busy at
the Driving Range. Benke said the soccer season would not begin until June which may
help solve parking concerns. Larson asked if overflow parking could be allowed on
both sides of 14th St. Poznanovic said the Boosters can ensure that parking is managed
properly, and the Boosters could raise additional funds to install fencing. Anderson
identified the southwest corner as a location for fencing. Benke feels the real concern is
identifying the property owner. Fulton agrees the Association will need a land use
agreement with the property owner to use that portion.

Samuelson asked if fencing costs are included in the budget. Anderson said the $7,000
which the City could make available will go to costs associated with grading and
relocating of the power pole. There could be some monies left for temporary fencing.

Benke asked if Belair Builders or the National Guard could volunteer to provide
manpower for the grading. Anderson will investigate this. Larson asked if a mesh
screen could be applied versus chain link fencing. Anderson said one of the Driving
Range nets which will be replaced could be salvaged and used for the t1eld. Gunderman
verified that the City would contribute up to $7,000 and expenses above that amount
would be the Booster's responsibility.

Williams said it is imperative the Boosters understand that the City intents to hold this
property for future redevelopment and their usage of the site is temporary. Poznanovic
understands this is temporary, and the Boosters will begin seeking long term solutions.

Council Business

Soccer Field at the
Driving Range
Report 96-082
