<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 9, 1996 <br /> <br />Page 5 <br /> <br />Council Business. continued <br /> <br />Samuelson complimented the Boosters on their work with the youth community. <br /> <br />Benke suggested the Park Board consider locating a field at Hidden Oaks Park. <br />Anderson was previously contacted by owners of two lots adjacent to Hidden Oaks Park <br />interested in selling these lots to the City. At that time, Anderson told the owners the <br />City is interested in acquiring the lots if the owners donated them. The owners were not <br />interested in donating the lots. Anderson feels that before a field is located at this park, <br />a neighborhood meeting should be held to determine if this is a suitable location for a <br />soccer field. Also, the Hockey Association needs to be contacted regarding removal of <br />the practice rink. Benke asked if temporary hockey boards could be installed and then <br />removed in the spring for a soccer field. Anderson said it is expensive to take the rink <br />down every year, and the rink would kill the sod underneath. If the City decided to put <br />a soccer field at this park, the hockey rink would need to be eliminated. <br /> <br />Benke asked if Long Lake Park could be utilized for soccer tields. Anderson said when <br />the park was established it listed six activities allowed in the park, and these activities <br />were basically natural resource type recreation. Anderson doubts that the Metro Space <br />Use Board would allow athletic tields at the Park. Williams would vote against the use <br />of athletic fields at Long Lake Park, and feels athletic fields are more appropriate at <br />school locations. Benke agrees with Williams, but questioned if this option should be <br />investigated. Gunderman asked if the Midwest Asphalt property could be a possible <br />location for athletic fields. Williams said that if the City had the funds to purchase <br />Midwest Asphalt, that usage would need to have a fair amount of value to pay for the <br />City's cost for site acquisition. Gunderman feels the utilization of the TCAAP site for <br />an athletic field is probably about 25-30 years away. Williams asked if the sodded <br />parcel at 1-694 and Hwy 65 is a viable site. Fulton contacted the Fridley and Roseville <br />City Managers regarding vacant properties and neither offered to supply land. <br /> <br />Motion by Gunderman, seconded by Williams, to AUTHORIZE EXPENDITURES <br />OF UP TO $7,000 IN PREVIOUSLY IDENTIFIED CITY FUNDS FOR <br />CONSIDERATION OF A TEMPORARY SOCCER FIELD AT THE DRIVING <br />RANGE SITE, SUBJECT TO THE CITY MANGER'S APPROVAL AS TO <br />SATISFACTION OF LAND OWNERSHIP ISSUES AND LEGAL PROTECTION, <br />AND GRANTING THE NEW BRIGHTON SOCCER BOOSTERS <br />ASSOCIATION A ONE YEAR USE OF THAT FIELD, RENEW ABLE AT THE <br />CITY'S DISCRETION. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Beggin said there are 630 kids registered for the summer session and this includes <br />Mounds View resident... Gunderman asked if the area near Snail Lake School could be <br />utilized tor tields. Beggin said the area is heavily treed and would not lend easily tor <br />tlelds. Beggin noted one possibility at Sunnyside school where two fields could be <br />accommodated. Beggin said the sod is available because of the removal of two fields at <br />the National Sport Center. The sport center will remove the sod, load it, and truck it to <br />the Driving Range free of charge. Williams asked if the Boosters have the funds to <br />perform appropriate grading. Anderson said the City's responsibility is to provide <br />correct grading, and top soil hauled from the Family Service Center will be applied and <br />fine graded to drain properly.
