Jeanetta said the process will determine the number of regular customers <br />each service benetits and whether the service is mandated. Benke agreed that many <br />services could be considered discretionary. Williams said that services which are <br />provided externally could be separated out for community focus group evaluation. <br />Williams feels that Step 1 should not preclude a community focus group from discussing <br />that service. Benke questioned whether the choices made in Step I could make the <br />remainder of the process misleading. Benke added that some residents may not want to <br />pay for a service which only few individuals benetit or utilize. Williams commented <br />that the answers in Step 1 could be found to be less important than initially thought. The <br />subcommittee agreed that staff input in the ranking process is meaningful as to staff's <br />knowledge of continually provided services. <br /> <br />Benke asked if a longer implementation time line may be needed to insure rational <br />decisions are made. Jeanetta agrees that a community focus group would be a good <br />resource to determine whether a service is beneficial to the entire community. Jeanetta <br />noted that Egan felt that a section referring to Future Needs and Services could be <br />added so that future con.'liderations are addressed. Benke feels this is a valued point. <br /> <br />Motion by Larson, seconded by Benke, to ACCEPT THE MUNICIPAL SERVICE <br />STUDY REPORT AND DIRECT STAFF AND THE SUBCOMMITTEE TO <br />PROCEED WITH THE STUDY. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Announcement'l and I [pdaq;s <br /> <br />Fulton said the Property Tax Preeze issue appears to be in limbo.
