Four developers presented their plaI1'l to the Economic <br />Development Commission (EDC) for the redevelopment of the 0 & T Trucking site, 5th <br />Ave. and 2nd St. All of the proposals represented an office/showroom/warehouse <br />concept, and the EDC was very pleased with the quality of the project'l. One of the four <br />proposal's initial design concept requires the relocation of a fiber optic cable which <br />exists on the site. Staff will work with this developer to locate other sites which would <br />fit their project better. The EDC asked for additional information from the other three <br />developers. <br /> <br />Locke noted that one of the critical concerns is the fiber optic line which runs along the <br />old 1st St. right-of-way. Removal of this line would be costly, and retaining the line <br />would affect the site's grade and elevation. The EDC concluded that the City should <br />avoid relocating the line because of the costs involved. The EDC feels that because the <br />property is a corner site, the development should be integrated with multiple buildings <br />under single ownership. An integrated project would minimize the amount of public <br />roads and utilities needed to serve the site; allow setback flexibility; maximize square <br />footage; provide tax increment financing; and allow for easier relocation of the fiber <br />optic line. Based on these conclusioI1'l, the EDC was not prepared to select a developer <br />for the corner parcel. It is suggested that the developers provide a comprehen.'live plan <br />for the entire Phase II area, and further discussioI1'l be held with the developers. <br /> <br />Benke respects the EDC' s recommendation of the most suitable developer. Williams <br />said the EDC needs to determine its optiOI1'l for the relocation of the fIber optic line <br />which is estimated to cost $600,000. Because of the corner's high visibility, the EDC <br />prefers an attractive building with nice facades on the west and north. Not all the <br />developers were willing to spend additional costs to upgrade the facade. <br /> <br />Locke envisions these issues to be resolved before the next EDC meeting. The <br />developers appear eager to move quickly, but the real issue is getting complete <br />information from US West regarding the line. <br /> <br />Benke questioned if the EDC should call a special meeting. Williams said the EDC <br />would call a special meeting if it were warranted. Locke agreed that timeliness is very <br />important because the City needs to seize the best opportunity for this prime location. <br /> <br />Motion by Gunderman, seconded by Williams, to CONTINUE CONSIDERA nON <br />OF THE NEGOTIATIONS FOR THE REDEVELOPMENT OF THE OLD D & T <br />TRUCKING SITE TO MARCH 26, 1996. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Larson requested further discussion regarding the Ice Storm Tree Damage Cleanup. He <br />received a call from a resident who felt the cleanup should be extended because there <br />are still damaged branch limbs sitting on curbs throughout the city. He feels performing <br />another cleanup would be costly, but suggested a one day cleanup manned by volunteers. <br />He noted the tremendous efforts by City Forester Rick Wriskey and staff during the <br />cleanup.
