<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 12, 1996 <br /> <br />Page 3 <br /> <br />Council Business. continued <br /> <br />Williams received many compliments from residents regarding the curbside pickup. <br /> <br />Benke thanked Wriskey and staff, and suggested that the city wide cleanup involve <br />household waste. <br /> <br />Fulton confirmed that the 1996 budget does not include an appropriation for a spring <br />cleanup day, but it could be organized. He noted that Ramsey County has previously <br />held household hazardous waste events. Samuelson feels this is a good idea, but a cost <br />analysis needs to be performed. <br /> <br />Motion by Larson, seconded by Samuelson, to AMEND THE BUDGET AND <br />AUTHORIZE PAYMENT FOR THE ICE STORM TREE DEBRIS CLEAN UP; <br />AND AUTHORIZE CITY MANAGER AND CITY FORESTER TO DETERMINE <br />THE DATE AND TIME FOR A BRANCH AND TREE CLEAN UP EFFORT. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />City Engineer Les Proper presented the Long Term Litigation Settlement Agreement <br />implementing agreement (L2SAGIA) Version 4.0. <br /> <br />The agreement covers the operation and maintenance of the municipal water supply <br />system (New Brighton Contaminated Groundwater Recovery System or NBSGRS). <br />Several changes were required from the prior version and include: the water system <br />interconnection with Fridley; addition of iron and manganese removal at the PGAC; new <br />Wells 14 and 15; SCADA control system; and system operation modifications. The <br />agreement has been approved. The original agreement said the City would use the GAC <br />water treatment plant for 80 % of its annual water supply, however, this situation is now <br />understood much better and a more elaborate plan for well pumping has been initiated. <br /> <br />Benke noted that this agreement is con.'lidered to be a significant accomplishment by <br />staff, Attorney/Consultant John Drawz, the City, and the Army. <br /> <br />Motion by Samuelson, seconded by Larson, to APPROVE THE LONG TERM <br />LITIGATION SETTLEMENT AGREEMENT IMPLEMENTING AGREEMENT <br />(L2SAGIA) VERSION 4.0. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Announcement'l and Updates <br /> <br />Gunderman said the Rottlund Townhomes currently under construction will make a <br />wonderful compliment to the area. He met with the Soccer Booster Club and toured <br />other facilities to determine if additional playing fIelds could be located, however, no <br />additional fields were unavailable and discussions will continue.
