<br />"I <br /> <br />in support of an appeal, the City Manager shall make a <br />written determination on the appeal and furnish the Appli- <br />cant with a copy. The written determination shall include, <br />but need not be limited to: <br />a) the City Manager's decision upon review of the <br />appeal; <br />b) the factual and legal basis upon which the deci- <br />sion is based, including any pertinent explana- <br />tion; <br />c) if any payment or other relief to the Applicant is <br />granted, a brief statement on how this will be <br />provided; and, <br />d) if the full relief requested is not granted, a <br />statement of the Applicant's right to appeal the <br />City Manager's determination by filing with a City <br />Clerk a Notice of Appeal to the City Council <br />within thirty (30) days of notification to the <br />Applicant of the City Manager's decision. <br />10. Review by City Council. Upon receipt of a Notice of Appeal <br />to the City Counc~l from a determination by the City Manag- <br />er, the City Council shall set a date for a hearing on the <br />appeal and shall notify the Applicant of the time and place <br />of such hearing which shall be not less than fifteen (15) <br />days following receipt by the Applicant of such notice of <br />hearing. In deciding the appeal, the City Council shall <br />consider all information listed in paragraph 8 above. <br /> <br />4 <br />
